Wigan Council will be seeking a service provider to haul and treat it's mixed recycling collected from domestic properties. The contract is expected to start in 2026 and we propose medium term contract of six year. We would like to seek the views of service providers. During the contract term, legislation will come into force requiring the local authority to collect specific items. We would like to gather industry view on: A) Developing our specification/requirements B) Pricing Structure C) Flexible Terms. D) Performance Indicators (KPIs) E) Social value As part of the evidence gathering, we would like to visit material recovery facilities to gather evidence on progress towards meeting these requirements. The consultation is primarily aimed at operators of material recovery facilities, so we may limit the number of consultees based upon whether the service provider demonstrates the evidence of knowledge and experience to be able to deliver the capacity to process our material. Through this deep listening exercise, we wish to gather qualitative intelligence to complement the quantitative data presented in Wigans Children's JSNA, as well as guiding health-strengthening actions with our children and young people in the places they live, play, learn and work. The primary objectives of the commission are to: • Understand the health experiences of our children's young people and family communities including seldom heard voices and those who are disproportionately impacted by health inequalities. • Support us to identify a framework for Child Health in Wigan, that makes improvements to the families, children's and young people's lives. • Uncover both the risks and opportunities related to child health recognising the potential for positive interventions, that focus on community empowerment and whole system changes. We are particularly interested in understanding how the wider determinants of health within our environment, including money and resources, living conditions, family factors, housing, peers and social groups, education, and employment impacts on children and young people's physical and mental wellbeing across the borough to inform system wide child health transformation. What do children and families consider to be the impact of what we call 'the wider determinants' or building blocks of health (housing, education, employment,location, transport, food). And what are their experiences of inequalities in these areas. Based on lived experiences, what are the opportunities for local preventative approaches to collectively improve child health outcomes, focusing on the true causes. The Council are inviting quotations for suppliers able to take full control of the jetty design, offsite manufacture and installation including all health and safety planning. The Council are separately in the process of specifying a package of remedial works to the land connection and will co-ordinate their works with the requirements of the jetty.
