Wigan Council are seeking views on procuring the main construction works for the relocation of Hope School and College to the Central Park Site, Montrose Avenue, Wigan. The council are considering options regarding its approach to the procurement and is interested in seeking views on: A) Construct only fixed price tender B) Availability to complete the construction works in 2026 C) Availability to tender D) Performance Indicators (KPIs) The main build will comprise of 2 new, state of the art SEND buildings, one including 13 primary school age classrooms, alongside hydrotherapy pool, kitchen, rebound room, and reception offices (GIFA 2387m2) and a secondary school building with 10 secondary school classrooms, with dining hall, reheat kitchen, and seven specialist resource rooms - art room, food tech, ICT etc (GIFA 1586m2). A third block is to be created utilising an existing 2 storey building to form the main administration facility for the school and the area for the most complex needs pupils (GIFA 1455m2). Externals include car park with drop off area, playgrounds and soft landscaping. The estimated value of the works is GBP 18 - 20 million. The deadline to respond to this Preliminary Market Engagement consultation is Friday 15th August at 17:00. Wigan Council is committed to creating safer, more resilient communities in line with the upcoming Martyn's Law, also known as the Terrorism (Protection of Premises) Act 2025. This legislation will require qualifying venues and public spaces to implement proportionate security measures, conduct risk assessments, and ensure staff are trained to respond effectively to potential threats. To support this, we are seeking a digital solution that can offer real-time communication and alerting capabilities. This pre-market engagement exercise aligns with our Progress with Unity strategy, a borough-wide movement to: - Create fair opportunities for all residents and businesses - Help towns and neighbourhoods flourish through safety, inclusion, and resilience We invite providers of innovative, user-friendly, and scalable digital platforms to express interest in helping us meet the requirements of Martyn's Law while advancing our mission to build a safer, more connected Wigan. Organisations expressing an interest will be required to satisfy a basic key requirement prior to being invited to present their proposals. Background to the procurement TfGM is currently tendering for the Provision of Local Electric Vehicle Charging Infrastructure. The purpose of this procurement exercise is to enable prospective Suppliers to submit a tender detailing how they would introduce additional chargepoints in predominantly on-street locations on land owned by or under the control of public bodies across Greater Manchester. Utilising funding provided by the Department for Transport for the LEVI programme; this is a collaborative initiative with TfGM (who will be administering the procurement and installation phases) and the 10 Local Authorities that make up the Greater Manchester Combined Authority. The LEVI programme aims to increase the provision of electric vehicle charging infrastructure across the country primarily in areas where local residents do not have access to off street parking or find it difficult to access a chargepoint. The winning Supplier will be appointed by TFGM on behalf of the wider consortium. The wider consortium is made up of the following Local Authorities: Bolton Metropolitan Borough Council Bury Council Manchester City Council Oldham Metropolitan Borough Council Rochdale Borough Council Salford City Council Stockport Metropolitan Borough Council Tameside Metropolitan Borough Council Trafford Metropolitan Borough Council Wigan Metropolitan Borough Council As a Tranche 1 authority Greater Manchester as a whole has received £16.158 million of LEVI capital funding with the expectation that this will contribute towards our 2030 targets for electric vehicle charging provision. A number of GM Authorities have also added an additional sum of City Region Sustainable Transport Settlement (CRSTS) funding to the LEVI amonut, which will make the total available for this project become [...]

The school is a SEND school for severe learning difficulties and profound and complex physical/medical needs and has a catchment area of the whole of the borough. The works include two new single storey classroom blocks, Block 0 - 2387 m² and Block 7 - 1586 m² and one two storey refurbishment of an existing building on the site Block 4 - 1,455m². Wigan Council has been successful with a Round 2 National Lottery Heritage Fund (NLHF) grant application for the restoration of Haigh Woodland Park. The Council is seeking to commission an appropriate contractor to undertake a works package as part of the restoration project, namely the creation of a 'Woodland Hub' to provide a focus for visitor experience and outdoor adventure activities in the historic Plantation Woodlands, alongside repairs to the existing footpath network. This will include the creation of a new seasonal Woodland Hub kiosk, toilets and outdoor adventure play area. The programme of works targets the delivery of the specified works between October 2025 and May 2026. Wigan Council have appointed a design team which will be assisting the Authority to carry out the procurement and management of the contract.
