Wigan Council wishes to establish a contract for the provision of domestic relief furniture packages across the Borough. The contract will be for an initial period of 3 years with the option to extend for two further separate 1-year periods. Therefore, a 5-year contract term. We would like to identify one or multiple organisations to deliver and sustain a furniture service for crisis furniture referrals without the reliance of future funding, which will form part of the evaluation and scoring criteria of submissions. The service will commence on 1st April 2025 and the successful bidder will be required to deliver and sustain a furniture service for crisis furniture referrals which should be easily accessible across the borough and deliver positive outcomes for those in crisis. Provision of furniture will be considered for vulnerable people in financial crisis to support a return to or to allow a person to remain in the community or to ease exceptional financial pressure on families. An application for furniture through Local Welfare Support does not give automatic entitlement to an award of a domestic relief furniture pack. The discretionary nature of this scheme will require the consideration of individual needs on all applications and the availability of funds within the limited budget. The Greater Manchester local authorities have formed a network of air quality monitoring stations to share information and resources between the 10 boroughs of Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Stockport, Tameside, Trafford and Wigan. The network is referred to as the Greater Manchester Air quality Network (GMAQN). There is also the option for Transport for Greater Manchester to be part of this network and utilise this contract. The GMAQN is seeking to appoint suitable contractors to provide a flexible, responsive and consistently high quality service in relation to the servicing, maintenance, quality assurance & control (QA/QC) and data management of their reference automatic air quality monitoring units and other related support services. The successful contractor appointed for the Lot 1 - GMAQN equipment servicing and maintenance contract will be known as the Equipment Support Unit (ESU). The Council is seeking to appoint a suitably qualified and experienced provider to manage the Haulage and Treatment of the Kerbside Collected Paper and Card Waste. The contract will involve the collection and treatment of approximately 11,000 tonnes of waste paper per annum from Wigan's Waste Transfer Station. This equates to around 50 tonnes per day (or 2 to 3 articulated vehicles per day). The Paper and Card shall be accepted into a legally permitted facility controlled by the Provide which the capacity to accept all of Wigan's paper/card waste daily. The facility should ensure the highest level of paper/card waste recycling is achieved, and to that end it should be sorted into marketable products that meet the necessary standards of the paper and card recycling industry. The Provider should expect the level of contamination to be approximately 9%. The Provider will need to demonstrate how they will deliver all key aspects of the service which includes: collection and haulage, waste treatment; waste acceptance criteria; recycling and end markets; contract management and quality assurance; business continuity; transitional arrangements; and, social value. The tenderer is asked to submit a price per tonne for haulage and a separate price per tonne for treatment. The net monthly charge (or payment) will be net of rebate (price per tonne) for the value/sale of paper/card based on published prices. The Independent Visitor Service will provide support by a reliable, consistent, and dedicated volunteer who will promote a sense of normal life to the young people in addition to any statutory support they receive. The Independent Visitor will promote the young person's welfare including their development, social, emotional, educational, religious, and cultural needs and ensure these have been met. They will encourage the young person to exercise their rights to participate in decisions that affect them and support the young person's care plan.
