Southern Water needs to obtain approval to construct a ~85km pipeline plus associated treatment works and other infrastructure, to transfer drinking water from the Thames Water area to Southern Water's network in Hampshire. We are seeking an external partner with multidisciplinary expertise developing and delivering designs for large complex infrastructure schemes including successfully navigating the Development Consent Order (DCO) process, planned for 2030. We anticipate our Technical Partner will be contracted via a single supplier framework, which will provide support to SWS throughout the design phase and examination process. The successful bidder will be required to co-ordinate all works instructed under this proposed framework. The successful bidder will complete the DCO application, including all surveys, environmental studies, "tender ready" outline design and then manage the DCO process to determination. The successful bidder will be Principal Designer for the scheme and Principal Contractor for works which fall under the Construction Design and Management Regulations 2015 ("CDM") during the design phase. The overall aim of the contract is to deliver 500 pre-desk unexploded ordinance searches. The supplier shall carry out a pre-desk study UXO searches across England Ecosystem Survey sites. The sites are located within 1 km2 squares, called monads. Natural England reserve the right to commission an additional 100 pre-desk studies, 600 in total, via a contract variation. The supplier may be required to provide an unexploded ordinance engineer watching brief on selected surveys sites where this has been recommended as a safety precaution. Natural England may commission up to 15 days UXO engineer watching brief time as required between the contract start date and 28th March 2025, but reserve the right to commission fewer. Clarify the opportunities and barriers to leveraging the potential of social enterprises, including their ability to participate in government procurement and access social investment. Provide recommendations for Natural England based on the above.
