Summary of the contracting process

The Office for Standards in Education, Children’s Services and Skills (Ofsted) procured a fully managed corporate travel and accommodation booking service for its staff across England. The service covers rail, air travel and hotel accommodation, with an online self-service booking tool and offline, agent-assisted support. It also includes group bookings, rail refunds, management information, invoicing and billback services. This is a business travel and travel management services requirement, classified under CPV 63515000, with additional classifications for travel management and business travel services. Suppliers need to support both routine individual bookings and more complex group travel, while providing the systems, servicing and reporting needed for a public sector organisation.

The procurement has been awarded through a selective call-off from the GCA RM6342 Travel, Transport, Accommodation and Venue Solutions Framework, Lot 2. The award was made on 29 July 2026 to Clarity Travel Services Limited for £12.8 million excluding VAT. The awarded contract period runs from 7 August 2026 to 6 June 2028. The stated value covers the initial 24 months and may be increased if extension options are used. The opportunity was suitable for small and medium-sized enterprises, although the selected supplier is recorded as a large organisation. The process is complete, and the award is active. The requirement was evaluated through the framework call-off route rather than an open competition.

For a supplier that did not win, this award demonstrates substantial, recurring demand from Ofsted for an end-to-end corporate travel service rather than a basic booking agency. A credible competitor would need robust online booking technology covering rail, air and hotels, supported by responsive agent-assisted servicing for exceptions and complex requirements. It would also need experience handling group travel, rail refunds, public sector management information, invoicing and billback arrangements. The successful provider must be able to combine operational capacity with reliable reporting, financial controls and consistent service for staff travelling across England. The framework route is important: suppliers seeking similar work with this buyer would need relevant framework access and the ability to deliver a managed, scalable service.
