Summary of the contracting process

The Ofgem contracting process for the "2026-020 Residential Flexibility" project invites suppliers to analyse residential consumer flexibility in meeting the goals of the Clean Power 2030 Action Plan (CPAP). This initiative addresses the increasing demand for consumer-led flexibility buoyed by electric vehicle uptake and bi-directional charging, aimed at reaching between 7–9 GW of the targeted residential flexibility. The procurement categorised under business analysis consultancy services is valued at £70,000 and conducted through an open procedure. The project, commencing on 26th February 2026 and concluding on 30th April 2026, spans various locations including the United Kingdom, Channel Islands, Isle of Man, and British Overseas Territories.

This tender presents significant opportunities for businesses specialising in energy management and consultancy services. Organisations proficient in business development and analysing consumer flexibility related to EVs, heat pumps, and related large capacity assets would find this project promising. Small and medium enterprises (SMEs) are particularly suitable for this open procurement method, as Ofgem seeks expert insights to shape future flexibility offerings in line with the CPAP objectives. Delta Energy & Environment has already been awarded the contract to deliver these services, presenting a benchmark for firms aiming to stimulate growth through energy-sector projects.

Notice Title

2026-020 Residential Flexibility

Notice Description

The Ofgem Clean Power 2030 Action Plan (CPAP) requires around 10-12GW of consumer led flexibility by 2030, with this value increasing by 2035 with more electric vehicle (EV) uptake and bi-directional charging. Of this target around 3 GW is due to district heating and I&C flexibility, leaving a total of around 7 - 9 GW coming from residential sources, predominantly EV charging. The ability of residential customers to provide flexibility is rapidly evolving with an increase in large capacity assets (EVs, heat pumps, batteries), hardware to enable access to flexibility (smart connections), and the development of propositions enabling customers to engage with flexibility services and obtain value. However, the extent to which this can contribute to the 7 - 9 GW of residential flexibility required by 2030 is uncertain. Ofgem therefore requires analysis to be conducted by a supplier to assess the contribution that residential flexibility can make to CP2030 and specifically the effect of residential flex on the cost allocation and recovery review (CARR) programme
