Summary of the contracting process

Palladium International Limited, acting as delivery partner for the Foreign, Commonwealth and Development Office-funded UK Partnering for Accelerating Climate Transitions programme, is seeking services to support the integration of renewable energy certification in ASEAN. The work concerns certification for renewable electricity: a market-based tool that can help governments and businesses make and assure renewable electricity claims and support energy transition, decarbonisation and net-zero goals. It is also intended to support the ASEAN Power Grid and cross-border electricity trading. Delivery covers Brunei, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand and Vietnam.

The buyer invited suppliers to submit quotations through an open procedure. The tender submission deadline was 15 October 2026 at 12:00 UK time. The contract period is 3 November 2026 to 31 March 2027. The estimated procurement value is £160,000. The procurement is for services across the ASEAN countries listed above. The request for quotation is accompanied by terms of reference, submission instructions, terms and conditions, a response form, and a budget and workplan template. The opportunity is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

The opportunity is aimed at suppliers able to deliver services relating to renewable energy certification and its integration in the ASEAN context. Relevant commercial interests include renewable electricity claims and assurance, energy transition and decarbonisation, and regional electricity trading. The work spans nine countries, so suppliers with relevant regional reach or the ability to work across these markets may find the scope pertinent. The buyer marks the opportunity as suitable for SMEs and voluntary, community and social enterprises, indicating that participation is not restricted to larger businesses. The request includes a budget and workplan template for suppliers to prepare their proposals.

Notice Description

Palladium as the delivery partner for the Foreign, Commonwealth and Development Office (FCDO) funded UK Partnering for Accelerate Climate Transitions (UK PACT) programme invites you to submit a quotation for the services detailed in this RFQ. Renewable energy has seen a growing demand across the ASEAN region. This is because countries are putting more effort into pursuing energy transition, decarbonisation and net-zero commitments. Renewable energy (RE) certification has emerged as an important market-based tool to facilitate statements and assurance on renewable electricity and support government as well as the private sector in achieving their targets. In addition, RE certification would be a beneficial instrument in supporting the ASEAN Power Grid and the cross-border electricity trading in the region. Interested suppliers/consortia are encouraged to review the RfQ documentation and submit your proposal in accordance with the instructions above by the Close Date and Time. This RFQ includes the following materials: Schedule 1 - Terms of Reference Schedule 2 - Instructions for submission Schedule 3 - Terms and Conditions Annex I - RFQ Response Form Annex II - Budget and workplan template
