Notice Description

Investigation into a national centralised process of collection and dissemination of injury surveillance data, including assault geographical location, via the Emergency Care Dataset (ECDS). Public Health England (PHE) is seeking to commission an external partner to: 1. Carry out analysis of pilot study data captured in Emergency Departments of one NHS Trust via the Emergency Care Dataset (EDCS) about attendances due to violent assault. This includes the free text geographical assault location description. The data must also be assessed for its quality, completeness and robustness. As this work seeks to investigate a national process the provider will need to have experience in and be able to recommend appropriate methods of anonymising and analysing very large quantities of free text geographical description data. It is not necessary however to use these methods to analyse the data collected from the pilot as the numbers are much smaller. 2. Produce a report based on, and using the learning from the findings of the pilot which considers how to scale up the pilot to achieve national roll out across all Emergency Departments (ED) in England (there are currently 137 Type 1 EDs). The report will need to consider; * Proposed methodology for an automated process to anonymise and analyse large quantities of free text data collected via the geographical assault location description. The provider must include details of the resource and infrastructures required to implement such a methodology i.e. specific software required, number of staff and specific skills/qualifications of those employed; * Implementation, such as phased roll-out to particular Emergency Departments and a proposed timeline; * How to improve data quality, completeness and timeliness (including staff training, nudge and behaviour change opportunities and feedback mechanisms from receiving partnership); * What other anonymised data from ECDS would be useful to provide partnerships at aggregate level to inform strategic discussions about violence prevention, surveillance and monitoring; * How data could be accessed and received by local partnerships; * Consideration to the level of aggregation of data that is required; * Use and access of data by local partnerships (including indication of required training, communications, data platforms);
