NU/1981 - CCTV Management System Platform
Notice Description
Market Engagement Notice (MEN) Newcastle University requires a CCTV Management System platform capable of meeting the following high-level requirements as outlined in the 'Additional Details' section below. The purpose of the project is to replace the existing obsolete CCTV Management System platform that has been operating an unsupported version of the application on an unsupported operating system (Windows Vista).The existing system also uses bulky and mechanical recorders without any back-up facility, which means a catastrophic failure can mean no feedback can be obtained. This MEN is designed to alert the market to our future intent to tender for this requirement and to give prospective bidders the opportunity to identify and implement a new system that (i) is compatible with existing cameras (ii) can handle the volume of cameras in our estates with provision of required storage and backup capacity (iii) has either been successfully implemented within another UK research-intensive Higher Education Institution or an educational establishment of equivalent size and scale. The CCTV Management System Platform will be installed and used across the Newcastle campus (including satellite as well as accommodation sites); we expect one solution to be provided to cater for all users. Suppliers that demonstrate they can meet our requirements may be invited to present virtually or in person at the University. Test accounts for independent investigation / testing of system functionality may also be requested. The contract reference is NU/1981. The deadline for expressing an interest is 21st December 2023 at 2pm GMT. To do so, please email Ola Smith at ola.smith@newcastle.ac.uk. Please note that Newcastle University is not a 'contracting authority' for the purposes of the UK Public Contracts Regulations 2015 and the Concession Contracts Regulations 2016, this will not apply to this Market Engagement Notice or any subsequent tender activity as an outcome of this engagement. Additional information: 1. Support and Scalability Ability to accommodate new cameras, analogue or digital (preferred), in the future. 2. Compliance Support compliance with GDPR 3. Storage and back up Ability to store in cloud first, support resilience, network connectivity locations and bandwidth balancing across the network, access to real-time, high-quality video. The system should be capable of handling storage and back up for 630 cameras out of which around 122 are analogue, static and PTZ. 4. Security and Reporting Ability for the system operational functions to be controlled and managed by a System Management Platform (SMP). Provide system audit and manage data reports regarding the operational effectiveness of the systems, events, and status. 5. Integration Support a variety of integrations with all systems linked to the control room. This may include Intercom, fire detection, third party I/O, Access control and Alarms. 6. Maintenance Management Ability to track and maintain asset location as well as complete asset details. Enable prediction of potential issues and scheduling of regular maintenance tasks to eliminate them. 7. Operation and Transmission Ability for all CCTV cameras of various models (analogue and digital) to operate easily, at full frame rate and image quality. Transmit and/ or receive data using networking systems, such as switches, routers, firewalls, cables, or WLAN. Notification system for alerts.
