QU108 - Installation of CCTV scheme at Cannon Hill Park - WITHDRAWN
Notice Description
PLEASE NOTE THIS HAS BEEN WITHDRAWN AND WILL BE RE-ADVERTISED SHORTLY. Birmingham City Council (the Council) wishes to invite potential suppliers to submit tenders for the Installation of a CCTV scheme at Cannon Hill Park. There is the opportunity to supply a CCTV scheme at Cannon Hill Park - to cover the Queens Ride and Wildlife Conservation Centre car parks. An ongoing problem with crime occurs largely during daytime hours and it has an associated negative impact on public perceptions of personal safety. Queens Ride is a long secluded car park (650 metres in length approx.) lined with trees and bushes providing ample cover. It is currently without CCTV and crimes occur along the length of the car park. The scheme will not be live monitored and so fixed point cameras will be required, that are: o Bullet type o 12-40mm lens o Tecton compatible o 1080p resolution o all-weather. The cameras will be mounted on existing lamp columns. The Queens Ride car park is tree lined, although the trees have been trimmed and crowned to improve line of sight and provide a clear wi-fi signal for the CCTV. The decision has been made to use the following digital recording equipment which will need to be included as part of the scheme: o Tecton NVR full-recording digital recording equipment o to be in operation 24 hours a day 7 days a week o recording at 25 frames per second o data must be kept for 31 days before it is overwritten. The equipment is to be housed at the secure Operations Office in the MAC (Midlands Art Centre) within Cannon Hill Park. The CCTV signal will need to be transmitted wirelessly to the MAC building, via a secure encrypted wireless network. The scheme will need to adhere to NCP104 CCTV Code of Practice. The tender should also include a maintenance contract for 3 years, to cover instances of malfunction/vandalism - the first of year of which will be covered by the warranty period. A preventative maintenance visit (and subsequent full report including any recommendations) is also required annually so that a complete audit/check of the CCTV system is carried out, and the documentation associated with the CCTV system and the training requirement of users is checked. Preventative maintenance visits are additional to any corrective maintenance visits which may be required. A response to any corrective maintenance visit is required within 48 hours. All callouts to breakdowns are to include parts and labour except where a fault is a result of impact damage, vandalism, mains power failure or acts of god. A maintenance contract is required for 2 years, to cover instances of malfunction/vandalism. A preventative maintenance visit (and subsequent full report including any recommendations) is required annually so that a complete audit/check of the CCTV system is carried out, and the documentation associated with the CCTV system and the training requi...
