Summary of the contracting process

Cornwall Council is seeking tenders for the provision of Security and Concierge Services to emergency and temporary accommodation sites within the South West region of the United Kingdom. This procurement process, conducted under the Light Touch Regime in accordance with the Public Contract Regulations 2015, follows an open procedure above the threshold. The contract, classified under security services (CPV 79710000), patrol services (CPV 79715000), and guard services (CPV 79713000), has an estimated value of £8,198,803. It is scheduled to commence on 1st October 2025 and will initially run for three years with the possibility of a three-year extension. The tender period concludes on 3rd April 2025, and the procurement status is currently active.

This tender represents a significant opportunity for businesses, especially SMEs and VCSEs, to contribute to community safety and support some of Cornwall’s most vulnerable individuals. It requires a provider capable of delivering a range of security services, from 24/7 on-site support to mobile patrolling and surveillance, all while adapting to the varying needs of different sites and residents. Businesses with robust experience in site security, incident response, and community engagement are well-suited to compete. The successful bidder will not only ensure the safety and security of these sites but also potentially reduce anti-social behaviour and alleviate the demand on local emergency services, thereby creating both social value and business growth opportunities.
