Notice Description

The Department of Health is conducting some pre-market engagement to establish whether there are suitable organisation(s) interested in taking part in further competition for potential research and development competition(s), to develop veterinary vaccines and alternatives to antibiotics to combat antimicrobial resistance for the benefit of people in low and middle income countries. We are interested in appointing a delivery partner to help design, run and manage potential international scientific competition(s), with onward responsibility for monitoring award recipients and managing the overall award portfolio. The focus of the competition(s) will be to invest in research and development to support the development of vaccines and alternative treatments for animals in order to combat antimicrobial resistance. This is focused on projects which are primarily and directly for the benefit of people in low and middle income countries (LMICS). In order to deliver this programme we will require three essential capabilities: 1. Running and designing scientific and R & D competitions with the monitoring of recipients; 2. Issue and manage international payments to research organisations; and 3. Have substantial in-house expertise in the science or product development of veterinary vaccinology for the benefit of people in LMICS. The Authority is interested to receive your comments as to whether these essential capabilities could be delivered by a single provider, including your organisation. Please can you describe how you have delivered similar requirements in the past and what aspects would be appropriate to replicate here. We would also be grateful if you could provide contact details of partners you have worked with who might be able to tell us more about how similar competitions have been designed and conducted in the past. Please note that any delivery partner could be required to conduct and manage potential competition(s) in line with the Cabinet Office Grant Standards. The Authority is seeking information as to whether the relevant providers in the market are in principle able to comply with the principles set out in the standards available at the following link - https://www.gov.uk/government/publications/grants-standards Suppliers that have an interest in engaging with the Authority should express their interest via e-mail to john.cook@dh.gsi.gov.uk by close of Tuesday 3rd October 2017 ensuring they have provided comments on the above requirements.
