Notice Description

Bristol City Council (BCC) oversees the enforcement of Parking, Bus Lane, and Clean Air Zone (CAZ) restrictions, along with the issuing and management of associated Penalty Charge Notices (PCNs). In the coming period, we will be implementing a Liveable Neighbourhoods scheme and encompassing Moving Traffic Enforcement. To provide some context, approximately 700,000 PCNs were issued in the previous financial year, with around 470,000 related to CAZ violations. BCC are conducting a soft market test currently to discover options for a back-office system to manage the full life-cycle of all Penalty Charge Notices issued by the Council. This software is crucial for the enforcement of Bristol streets, bus lanes and Clean Air Zone and it's essential we have a robust system that can efficiently deal with the complex, bespoke demands of this enforcement. BCC have built a questionnaire which has been designed to help the Council understand the available functionality of software packages on the market. The system would manage the full lifecycle of a PCN including the issuing of the PCN, appeals against a charge (from informal appeals through to Traffic Penalty Tribunal cases) and closure of a case. Requirements will be refined further upon receipt of completed questionnaires.
