Summary of the contracting process

Lincolnshire Housing Partnership Ltd procured domestic air source heat pump installation works for properties it owns or manages. The work covers England and falls within construction works, specifically the installation of renewable heating systems in residential housing. The requirement was delivered through a mini-competition under Lot 2 of the EN:Procure Dynamic Purchasing System for Compliance Works, covering air source heat pump installations below £1 million. The procurement was identified as suitable for small and medium-sized enterprises. It concerns physical installation works rather than the supply of equipment alone, so relevant businesses are those able to plan, manage and complete air source heat pump installations in domestic properties for a housing provider.

The procurement is complete and was awarded to Sureserve Compliance Central Ltd. It used a selective procurement route described as a restricted procedure, with the underlying award made through a mini-competition from the EN:Procure compliance works DPS. The tender deadline was 26 June 2026 at 17:00. The tender described a three-year fixed-term JCT measured-terms arrangement, with two possible one-year extensions, and an estimated overall tender value of £3,000,000, including indicative work values of £400,000 in year one and £1,300,000 in each of years two and three. The award date was 3 August 2026. The awarded value was £5,250,000, with the contract running from 14 September 2026 to 13 September 2031.

This award demonstrates substantial, sustained demand from Lincolnshire Housing Partnership for domestic air source heat pump installation across England. A credible future competitor would need practical experience delivering renewable heating installations in occupied or managed residential properties, with the operational capacity to handle a sizeable, multi-year programme of orders rather than isolated installations. Businesses should be able to work to JCT measured terms, manage variable workflows and volumes, and coordinate delivery for a housing provider. The requirement is accessible to SMEs, while the successful supplier’s scale indicates that bidders must also show dependable management, workforce, supply-chain and quality-control arrangements. Experience of mini-competitions under compliance-works DPS arrangements would help suppliers respond effectively when comparable requirements return to market.
