Summary of the contracting process

Reed in Partnership Limited is seeking organisations to work with it on Future Employment Support, an employment and employability service for out-of-work Universal Credit claimants in England. The programme will provide personalised support to help participants overcome barriers to work and achieve sustained employment. Potential activities include skills development, work experience, health-related employment support, self-employment guidance and employer engagement, tailored to local labour-market needs, with referrals through Jobcentre Plus. This is a public employment service involving job-search support, education and training. Reed is inviting both end-to-end delivery providers and specialist or innovation partners. The opportunity is intended to support delivery across part or all of one or more Contract Package Areas, or to provide expertise that complements wider provision. SMEs and voluntary, community and social enterprises are encouraged to participate.

The process has reached tender: Reed in Partnership has invited organisations to submit expressions of interest through an open procedure. There are two routes: EOI A for end-to-end employment-service providers, and EOI B for specialist and innovation partners. The deadline for responses is 7 September 2026 at 23:59. The intended contract period is 7 February 2028 to 29 February 2032. The EOI is the first stage of Reed’s selection process rather than a commitment to award work. Organisations selected after this stage may be invited to market-engagement events, webinars, one-to-one discussions, further information requests, due diligence and commercial negotiations. Reed states that EOIs will be scored as part of its partner-selection approach.

This opportunity suits organisations with evidence of helping people into sustained employment and delivering personalised interventions that improve employment outcomes. Relevant capability includes employer engagement, workforce development, support for people with health conditions and complex barriers, and services shaped by local labour-market needs. Reed is also seeking innovative, proven approaches that help people secure and retain work. Larger providers with the capacity and track record to deliver high-performing employment services across part or all of one or more Contract Package Areas may fit the end-to-end route. Smaller organisations, public bodies, private businesses and voluntary, community or social enterprises with specialist expertise can fit the specialist and innovation route. Organisations should be able to contribute either complete delivery capacity or a clearly defined complementary service.

Reed in Partnership intends to participate in the Department for Work and Pensions (DWP) Future Employment Support (FES) opportunity and is inviting organisations to express an interest in delivering the service with us. Together with our partners, we will deliver high-quality employability support that transforms people's lives and their communities. The programme will provide personalised employment support to out-of-work Universal Credit claimants, helping people overcome barriers to work and achieve sustained employment. This may include skills development, work experience, health-related employment support, self-employment guidance and employer engagement activities tailored to local labour market needs. Referrals to the programme will be made via JCPs. We encourage applications from organisations across the public, private and VCSE sectors, including SMEs.
