Summary of the contracting process

Peterborough City Council is conducting a soft market test for a Central Management System (CMS) for street lighting. This tender, titled "Soft Market Test for Street Lighting Central Management System (CMS)", is classified under the goods category and pertains to the industry of street-lighting equipment, specifically focusing on central monitoring stations. The procurement process is currently in the planning stage, with responses due by noon on the 30th of October 2020. The desired system must be compatible with existing inventory management software and provide features such as multi-stage dimming and fault notifications. The anticipated contract period is from April 1, 2021, to April 30, 2021, with a budget of £500,000.

This tender presents significant opportunities for businesses in the technology and street lighting sectors, particularly those specialising in intelligent lighting solutions and software development. Companies that can provide innovative and cost-effective delivery methods for a CMS, along with demonstrated experience in integrating with existing systems, will be especially well-suited to participate. Given the council's interest in understanding the market's capabilities, this is a prime chance for small and medium enterprises (SMEs) to showcase their expertise and potentially secure a role in enhancing Peterborough's street lighting infrastructure.

Notice Title

Soft Market Test for Street Lighting Central Management System (CMS)

Notice Description

Peterborough City Council (PCC) is seeking interest from CMS providers with approved British Industry Standards that must be compatible with all Highways/Street Lighting asset/inventory management software (not limited to Mayrise/Yotta, Confirm, Symology or any other industry inventory management system) in order to import inventory information and updates and raise faults for issue when specified parameters are not met. The system must be capable of: facilitating multi stage dimming regimes using a variety of control parameters such as time and lux levels, taking multiple detailed measurements to alert faults and notify of unusual consumption and/or activity and must have a web based interface or similarly accessible platform for use on mobile hand held devices. The current CMS was partially in place since 2007 and following a major lighting upgrade scheme was completed in 2019. Potential providers are invited to respond to the questions in Part 7 concerning the proposed service to be procured. Responses to these questions may be used to inform our commissioning approach to the tender exercise. In order to make an informed decision on the best form of tender we are looking to the market to: Suggest innovative and cost-effective delivery solutions, which may inform our specification development. Inform our thinking regarding commercial considerations of providing Street Lighting Central Management System. Ascertain a clear understanding of the market's interest, capacity and experience to deliver the service. Please note that this is not a call for competition, neither is it a procurement exercise but an opportunity for Peterborough City Council to better understand the supply market for providers to showcase their ideas. Response date Please submit all responses through the SourceDogg system by 12 noon on the 30th October 2020.
