Notice Description

The purpose of this Prior Information Notice (PIN) is to assist the Driver and Vehicle Licensing Agency (DVLA) in early engagement with the market. This market engagement is intended to serve as a fact-finding exercise only. Routes to market are still being considered and there is a strong likelihood that the Crown Commercial Service "Open Banking (Data, Digital Payments & Confirmation of Payee Services)" Dynamic Purchasing System (DPS) will be used, however this is subject to change. More information on the above DPS can be found at the following address: https://www.crowncommercial.gov.uk/agreements/RM6301 Background DVLA maintains the records of 50 million drivers and 40 million vehicles in the UK. We collect PS7 billion a year in vehicle tax and process over 77 million transactions a year. Our online services offer card payments for customers and our online Electronic Vehicle Licensing (EVL) service to pay for Vehicle Excise Duty (VED) also provides Direct Debit as a payment method. Currently refunds are primarily issued via payable orders with the bulk of these attributed to VED refunds. In the 2023-24 financial year DVLA issued 4.89 million Payable Orders with a value of PS442 million pounds. What is happening now DVLA are in a "Discovery" period exploring the possibility of introducing Open Banking for DVLA services, payments in (e.g. for VED) and payments out to entitled customers (refunds). During early 2025 we would like to begin engagement with the market via an online webinar on 8th January 2025 to help inform our Discovery. What would be required? - The ability for DVLA customers to make payments into DVLA through our online channels using Open Banking; and - The ability for DVLA to send secure payments out to customers who are entitled to a refund through Open Banking. What is not required? - Variable reoccurring payments through Open Banking; or - Any wider use of Open Banking. DVLA may also offer 1-2-1 sessions with interested parties in the weeks following the webinar.
