Notice Description

Who Dares Works is a project funded by the European Social Fund and the National Lottery Community Fund, led and managed by Active Plus Community Interest Company and delivered by a partnership of 17 social enterprises. It aims to help and inspire people aged 18 and over who are not working, who live in West Cornwall and the Isles of Scilly and who have a range of needs or barriers to overcome, to reconnect with education, training and work. The project is currently funded until 31 December 2019 with a proposed extension to September 2020 awaiting final approval. This tender is issued in anticipation of that extension Active Plus wishes to bring a small number of new partners into the Who Dares Works Partnership to deliver a range of specialist support and work-related activities that have been identified as needs through participant assessment and feedback and intelligence gathered from project mentors and other partners. Some activities have been previously spot-purchased through low value procurement processes and we are seeking to formalise the inclusion of those activities into the project through open competition. The services are divided into seven Lots (see attachment) Organisations can respond to one or more Lots but must complete a separate response form for each one. NB: we are not seeking one organisation to deliver all services or any applications from partnerships or consortia. Services within lots may be awarded to more than one organisation. Delivery will take place in the West Cornwall Local Action Group are unless there is a robust business case for it to happen outside of the area - this must include details of how participants from West Cornwall will access the service. The main delivery hubs are Penzance, Hayle and Helston but delivery is not exclusive to these areas. A description of all Lots is included in the tender pack. The minimum contract value is PS2,500. The maximum will vary according to each Lot, demand and fit within the Project as a whole. Contracts will be initially let until October 2019 but subject to final approval of a project extension could be extended, with an end date no later than December 2021. Active Plus reserves the right to make offers to successful partners that may be less than the volume of delivery they are seeking funding for.
