Summary of the contracting process

Gedling Borough Council procured a cloud-based digital communication platform and associated professional services for delivery in the East Midlands. The service covers omnichannel email, SMS and WhatsApp campaigns, including single-send, split-test, date-driven and recurring campaigns. It also includes forms, preference centres, landing pages, microsites, articles, marketing automation, digital-democracy consultation tools and CRM functions for managing residents, accounts, groups, filters and custom fields. Supporting services include deliverability management, approved government and public-sector sending domains, DNS and authentication management, continuous monitoring, analytics, reporting, a REST API and integrations with Microsoft 365, Zapier and LocalGovDrupal. Optional services include events, extra domains and accounts, messaging volumes, migration, training, consultancy and bespoke development. The procurement is for services, classified as communication software.

The procurement is complete and was awarded on 21 August 2026 to Forfront Ltd. It was a selective call-off from the G-Cloud 14 Framework (RM1557.14), under the cloud software lot. The tender submission deadline was 17 August 2026 at 12:00. The awarded value is £31,350 including the stated currency of GBP. The contract runs from 18 August 2026 to 17 August 2028. The requirement was identified as suitable for small and medium-sized enterprises. The award covers the platform and associated services described for Gedling Borough Council, with optional modules and professional services priced through the framework schedules and SFIA rate card.

This award indicates demand from Gedling Borough Council for a supplier able to provide a mature, multi-channel public-sector communications platform rather than a single-purpose email tool. Credible competitors would need campaign management across email, SMS and WhatsApp; configurable forms, landing pages, preference centres and microsites; CRM and marketing automation; and practical support for consultation and digital-democracy activity. Important technical capabilities include deliverability monitoring, authenticated sending domains, DNS management, analytics, custom reporting, an open API and integrations with common council systems. Suppliers should also be able to deliver platform setup, template design, migration from GovDelivery or Mailchimp, bespoke development, consultancy, training and account support at SME-accessible scale.
