Summary of the contracting process

The Department for Education (DfE) has completed the procurement process to engage two National Attendance & Behaviour Ambassadors, a project valued at £96,000. The procurement was conducted through a selective call-off method from a dynamic purchasing system. This initiative, focused on education and training services within England, aims to develop effective national policies for school attendance and behaviour. The procurement process spanned from the planning phase until the recent award, completed on 1st August 2025. The contract period for the two appointed suppliers, Anvil Education Ltd and Bright Green Learning, will run from 27th August 2025 to 26th August 2027.

Notice Description

The DfE is seeking individuals with an excellent understanding of improving and sustaining high standards for attendance and behaviour in schools; a clear understanding of the school system and the associated national policy challenges and opportunities; and the ability to build relationships and communicate credibly with education leaders around the country. Ambassadors will be sector-facing leaders who promote the importance of school attendance and behaviour and the government's activity in these areas. They will support the DfE in developing effective national attendance and behaviour policy and provide strategic oversight to the Government's Attendance and Behaviour Hubs programme. The National Attendance and Behaviour Ambassadors will support the DfE's attendance agenda; including by supporting schools to make best use of their data and by championing effective school/trust practice. They will support the DfE's agenda on behaviour, including promoting a culture of belonging and safety in school for pupils and staff. Ambassadors shall use all reasonable endeavours to achieve the following aims: Act as a credible voice, in the education sector, to advocate for Government policy on attendance and behaviour and the implementation of an inclusive approach to mainstream education, including through engagement with schools, Multi-Academy Trusts and others in the education sector. Support the DfE, including Regional Improvement for Standards and Excellence (RISE) teams; to develop the Attendance and Behaviour Hubs programme to support schools that need help with their attendance and/or behaviour practice. Support the DfE's wider attendance agenda by reducing variation in school practice between the strongest and weakest schools and helping schools and responsible bodies to meet the statutory expectations and make effective and targeted use of their attendance data. Support the aims of the DfE's behaviour agenda which includes promoting a culture of belonging and safety in school for pupils and staff. Additional information: Ambassadors shall use all reasonable endeavours to achieve the following objectives: Work with the DfE and Ministers to help shape national behaviour and attendance strategy and priorities. Work with the DfE to develop the Attendance and Behaviour Hubs programme. As part of this, ambassadors will focus on: Working with the DfE to design a support approach which supports schools to improve their behaviour, conduct and attendance, whilst ensuring that they are also safe and inclusive environments. Identifying and building on effective practice from the previous attendance hub (unfunded) and behaviour hub (funded) programmes. Improving school leadership, practice and culture. Reducing staff time spent managing behaviour issues. Reducing teaching time lost due to low-level disruption or classroom removal. Supporting schools to use data effectively to target their efforts. Work with policy officials to develop new policy in attendance and behaviour as these arise Ensure that any school-to-school support offer on behaviour or attendance meets the DfE's wider aims and objectives. Promote the DfE's priorities and agenda through ongoing stakeholder engagement, speaking opportunities and conferences Work with the DfE on broader pieces of work relating to behaviour and/or attendance policy, including the development of resources, new policy and other aspects of support for schools and the wider education sector.
