Summary of the contracting process

NHS England procured a cloud-based information management and project controls platform for the New Hospital Programme. The software provides a shared, structured database to manage information requirements, deliverables, assurance and reporting across programme workflows. It links technical and information requirements to the Master Information Delivery Plan and Common Data Environment, with connections to assurance, governance and reporting tools. Functions include automated validation and document-control checks, tracking information through review and delivery, and performance reporting on uploaded, outstanding or overdue material. The platform supports NHS England’s information management and building information modelling teams, with wider use for assurance, reporting and activities involving the programme and NHS hospital trusts. NHS England is based in London.

The procurement is complete and the contract was awarded to MORTA TECHNOLOGY LTD on 15 October 2026. NHS England used a direct award call-off from the Government Commercial Agency’s G Cloud 14 framework, Cloud Software lot; the contract went to the supplier that best met the authority’s requirements. The award value is £60,244.23. The three-year contract runs from 2 November 2026 to 1 November 2029, with an option to extend for a fourth year; the stated total value of £60,244 includes that optional year. The procurement was identified as suitable for small and medium-sized enterprises. The recorded procurement estimate is £37,090.80.

For suppliers considering similar future requirements from NHS England, this award indicates demand for a team-accessible SaaS platform that can manage complex programme information in a structured way and connect it to delivery plans, a Common Data Environment, assurance and reporting processes. Credible competitors would need to show dependable integration, requirement-to-deliverable traceability, automated validation and document-control functions, and clear status reporting that supports accountability across a large programme. The solution also needs to support different levels of access: editing by information management and building information modelling specialists, alongside contributions and viewing by wider stakeholders. The framework direct-award route is relevant to suppliers seeking this type of public-sector software work through G Cloud. NHS England marked the procurement as suitable for SMEs.
