Summary of the contracting process

The West Lancashire Borough Council is currently in the planning stage of the procurement process for a project titled "Leisure Facility Procurement: DBOM Market Testing Questionnaire". This initiative aims to secure the construction of two new health and leisure facilities in Skelmersdale and Ormskirk, alongside an improved facility in Burscough. The engagement period will conclude on 9th January 2019, and interested parties can find further details and necessary documents on The Chest portal. The procurement is classified under the construction work of leisure facilities, primarily under the CPV code 45212100, and will involve a Design, Build, Operate and Maintain (DBOM) contract method.

This procurement process offers significant opportunities for businesses, particularly those involved in the construction and management of leisure facilities. Companies with expertise in leisure centre construction, multipurpose sports facility development, and facilities management services would be particularly well-suited to engage in this tender. By participating, these businesses can contribute to the enhancement of local health and recreational services while potentially securing lucrative contracts in the North West region of the United Kingdom.

Notice Title

Leisure Facility Procurement: DBOM Market Testing Questionnaire

Notice Description

In January 2018 WLBC carried out a soft market testing exercise (Our Ref DN317910) which sought feedback on the Council's leisure procurement plans. Feedback from the consultation exercise was used to inform the proposed strategy and in July 2018 WLBC Council voted unanimously to move forward with the procurement of new leisure facilities. The current contract proposal includes the procurement of two new joint health and leisure facilities at Skelmersdale and Ormskirk, via a Design, Build, Operate and Maintain (DBOM) contract, which would be operated alongside a newly improved dry facility in Burscough. The Council wishes to carry out a further market testing exercise to test the viability of its planned approach to ensure that the proposed procurement route would attract sufficient market interest. The Council therefore wishes to meet with prospective partners to discuss the proposed DBOM procurement process and the current DBOM market. A short questionnaire, together with a letter explaining in further detail this DBOM market testing exercise and arrangements for meetings can be downloaded from The Chest portal at www.the-chest.org.uk. Additional information: A letter and questionnaire can be downloaded from The Chest at www.the-chest.org.uk
