Notice Description

Cambridgeshire County Council invites responses to a Soft Market Test questionnaire relating to a requirement for a Construction Consultants Framework which will be re-tendered in 2023. The aim is to seek supplier feedback on the Authority's intended Specification and Lot structure. Cambridgeshire County Council operates a Design & Build model of procurement to deliver its large Education Capital Projects. The value of the programme is circa PS150m (construction value) over 5 years. It is anticipated that consultancy services (i.e. Project Management, Contract Administration, Cost Management, & NEC Supervisor). Projects are delivered by external consultants who are overseen by the Education Capital Team within People and Communities, 0-19 Planning & Organisation service. From time to time, prior to a project being agreed or placed within the education capital programme, the County Council requires a full multi-disciplinary team to develop a project to RIBA (Royal Institute of British Architects) stages 0-7. In all cases the client team brief and manage the contractors and consultants and oversee the involvement of representatives from the County Council's Finance, Legal and Estates teams. The County Council is considering procuring its own Consultancy Framework to deliver Project Management and other technical services to help oversee its programme. It is proposed that the length of the contract would be 3 years, with an option to extend for 1 year, making 4 years in total. The County Council would seek up to 3 suppliers on each Lot, and the Lots proposed would be as follows: Lot 1a Strategic Response (Land Search etc.), Feasibility Design, Project Management, Quantity Surveying/Cost Consultancy (RIBA Plan of Work Stage 0-1 only) Lot 1b Project Management, and Quantity Surveying/Cost Consultancy. Principal Designer and NEC Supervisor (RIBA Plan of Work Stage 2-7 only) Lot 1c Feasibility Design, Project Management, Contract Administration with Quantity Surveying/Cost Consultancy.
