The procurement is being conducted through a selective method, specifically a competitive dialogue approach.

This tender presents an excellent opportunity for businesses specialising in evaluation services, social work assistance, or health-related consultancy to expand their operations. Companies that are small or medium-sized enterprises (SMEs) or voluntary, community, and social enterprises (VCSEs) are encouraged to participate, as the GMCA is keen to collaborate with a partner that can adapt and innovate in line with their 'test and learn' approach. Notice Title

Greater Manchester Working Well Early Help Evaluation Partner

Notice Description

The Greater Manchester Combined Authority (GMCA) is seeking tenders for the evaluation of an early intervention service (called 'Working Well Early Help') which will support people in Greater Manchester who are at risk of falling out of the labour market, or who are newly unemployed with a health condition or disability. We are in the process of selecting a Working Well Early Help (WWEH) delivery partner who will deliver and manage the service on our behalf. WWEH will run for three years commencing in March 2019 and will aim to support around 14,000 people over its duration. The evaluation of WWEH will commence in November 2018 and continue through to mid-2022. GMCA is taking a 'test and learn' approach to the design and delivery of WWEH and so is looking for an evaluation partner who will be adaptive and collaborate with us to support our approach to learning and development within this field. The evaluation partner will be expected to work closely with our chosen WWEH delivery partner to share information and aid the process of evaluation to establish how effective this type of service is at helping people return to work more quickly than they otherwise would.
