DR5137 London Borough of Tower Hamlets Civic Centre Project - BIM Engagement
Notice Description
1. The London Borough of Tower Hamlets (LBTH) is relocating its Town Hall and consolidating its back-office provision to a new Civic Centre building at the site of the old Royal London Hospital in Whitechapel Road. The project aims to enable the Council's Transformation Strategy, through aligned strategies such as: new ways of working, workforce transformation, and digital transformation. 2. The Council has not deployed BIM on any project to date and would like to use the Civic Centre project as an early adopter/pilot project for the Borough. The aspiration is that through the deployment of BIM, the Council will be able to deliver whole life efficiencies. 3. The Council does not have the relevant expertise in house to adopt BIM on the Civic Centre project. As such, the Project Leadership team are looking to bring on board external support to help develop the strategic approach, whilst providing operational capacity to carry out the client's obligations throughout the design phase. Subject to adoption of the strategic approach by the Council, the intention would be to build capacity within the Council which could take on the client functions from the partner. 4. The Civic Centre Project is currently at the end of Stage 1 RIBA design, with Stage 2 due to be instructed in January 2017. The development will involve the refurbishment, with significant new build, of a Grade II Listed building. The Project has a Lead Designer and Consultant in place (AHMM), who will carry out the role of BIM Coordinator. Further context on the proposed development will be shared at the introductory briefing meeting on the 19th December. 5. The Council envisages three strands to the engagement: a. Strand 1 - Strategic Approach and Business Case, b. Strand 2 - Operational Implementation, and c. Strand 3 - Training and BAU Handover. 6. The success of strand 1 will determine the nature and duration of the engagement, with a maximum initial project duration of 14 months (or end Stage 3, whichever is the latter). A separate procurement may then be carried out to support the project through the latter phases of its lifecycle. 7. In order to meet the needs of the project programme, it is envisaged that elements of each strand may be progressed concurrently (subject to the successful partner's proposed approach to the engagement).
