Notice Description

This requirement falls under the Light Touch regime and falls UNDER the current PCR2015 thresholds however for the reasons described herein the OPCC feel it is justified to directly award this contract as it is considered that the service to be delivered (a digital multi-diversionary activity rehabilitation platform) can only realistically be undertaken "...by a particular economic operator [i.e. The Red Snapper Group)]...where competition is absent for technical reasons..." as per (Art 32 (2) (b) (ii) of Public Contracts Regulations 2015) as 'The Innovation Hub', due to the breadth of rehabilitative activities accessible through the platform, is considered to be technically unique and could not be delivered via bespoke development of software within the budgetary and timescale constraints of the project.
