Summary of the contracting process

The Growth Company is seeking training providers for a framework delivering a national training programme to Growth Hub Network advisers across England. The programme is intended to strengthen advisers’ capabilities and improve consistency across the network. Training covers six specialist areas: consultative skills; action-learning facilitation; account management; mentoring; agile marketing and social media communications; and inclusive engagement. The Growth Company is the National Coordinator for the Growth Hub Network in England and is procuring on behalf of the Business Growth Service, part of the Department for Business, Innovation and Skills. Delivery is for advisers across England, with training distribution informed by a network-wide survey of skills and experience.

The buyer invited offers through an open, below-threshold procedure. This is a framework for training provision, with providers selected and prioritised through a network-wide survey to inform the initial wave of training. Bids were due by 12:00 on 6 November 2026. The stated contract period runs from 16 November 2026 to 31 March 2027. The estimated framework activity is up to £250,000 including VAT; the maximum values including VAT are £45,000 for consultative skills, £60,000 for action-learning facilitation, £33,000 for account management, £55,000 for mentoring, £11,000 for agile marketing and social media, and £46,000 for inclusive engagement. Providers may bid for up to two lots, in their strongest delivery areas.

This opportunity is suited to specialist training organisations with demonstrable experience delivering training and strong subject expertise in one or two of the six topics. Providers should be able to show practical capability in the subject areas they choose, rather than applying across the full range: the buyer intends to minimise multi-lot applications and align provider selection with advisers’ identified skills needs. SMEs and voluntary, community and social enterprises are considered suitable. The work spans advisers across England, so suppliers should be able to serve a geographically distributed network and support consistent training delivery. The requirement covers both people-focused development, such as mentoring, consultative practice and inclusive engagement, and business-facing skills including account management and agile marketing. Offers are submitted through the Panacea supplier portal.

The Growth Company is seeking to establish a small Framework of training providers to deliver training to Growth Hub Network Advisers across England targeting 6 key specialist topics. The value of activity under this framework is estimated up to PS250,000 inclusive of VAT until 31st March 2027, we are unable to estimate the value of any possible extension. Training providers selected to deliver this training, will be identified and prioritised through a network wide survey of skills and experience, designed to help stream and inform discussions with Growth Hubs about the distribution of training as part of an initial first wave of training to March 2027. We are looking for providers with proven delivery experience and comprehensive subject matter expertise for each topic and therefore seek to minimise applications across multiple lots.
