Notice Description

Human in the Loop Triage (prj_12926) The Justice Digital team within the Ministry of Justice intends to run a pro-bono proof-of-concept process to explore methods for human-in-the-loop triage through GenAI. Proposed scope Exploring methods for human-in-the loop triage through GenAI and similar solutions, covering capability to: 1) Automatically digitise and codify incoming documents including hand-written notes, and 2) Synthesis and triage that information against policy requirements to complete a first pass at eligibility checks to make faster and more informed decisions (but leaving the actual decision to the human). Technical Requirements: Though a production ready solution is not expected as an outcome, we require tools and solutions explored to align to our standards and preferences (see https://www.gov.uk/service-manual/service-standard and https://www.gov.uk/guidance/the-technology-code-of-practice). This is to enable ease of future development should we progress from the foundations identified in the exploration. Further requirements are given in the table below. Data access: There will be no access to sensitive or personal data and no access to MoJ systems will be required. A limited number of redacted example cases will be used for experimentation. Outputs: The intention is not to build a production ready tool with working code. The aim will be to help accelerate existing work, test and prove different solutions/tools, share learning to help inform future work and designs, and transfer skills back into the team throughout. Retaining knowledge and working together: Justice Digital will be sharing with other teams the progress made to date with using AI Large Language Models. Throughout the duration of this project, Justice Digital will share the knowledge within internal teams who can carry on building on top of the deliverables, but also with the wider teams that that are interested in using these new tools. Estimated Works: Justice Digital wish to run one proof-of-concept with one supplier, to understand if GenAI tools would be of any benefit to the triage system. Stage 1: This contract opportunity only covers the pro bono POC. Hence, it will be for a pro bono contract. The POC is expected to be completed in a 6 to 8 week period Stage 2: We do not anticipate that this project will be followed by further procurement on future development using the AI human in the loop triage.
