Summary of the contracting process

The East Riding of Yorkshire Council is currently seeking proposals for the "Adult Social Care Diagnostics" project, aimed at enhancing their adult social care services amid increasing financial pressures. This procurement falls under the general management consultancy services category and is located in the Yorkshire and the Humber region, England. The tender process is open, with submissions due by 29 April 2019, and intends to partner with an external organisation to improve performance management and service delivery within their ageing care framework, with a total contract value of £150,000.

This tender presents significant growth opportunities for businesses specialising in management consultancy, particularly those with experience in health and social care sectors. Companies that can demonstrate innovative analytical capabilities and effective strategies for demand management and service integration will be well-positioned to compete. The engagement requires a partner who can align seamlessly with the council's operational model reforms, making this a prime opportunity for small and medium-sized enterprises with relevant expertise.

Notice Title

Adult Social Care Diagnostics

Notice Description

Adult social care continues to be the Council's single biggest financial pressure. With a growing population of people aged over 60, the East Riding area can expect to experience higher levels of age related challenges including long term conditions, general frailty associated with ageing and deteriorating cognitive functions (dementia). Following a review by the Head of Adult Services, it has been concluded that a fundamental re-design of the adult social care operating model is now required. In connection with this proposed work, a tender is sought to find an external partner to analyse the current performance management function within ASC. Improved performance reporting and the better use of intelligence is an integral part of the new operational model and must be aligned with the change programme. The anticipated outcomes of this service include a better understanding of current demand on Adult services, more effective service performance and management of fluctuating demand, and a culture in which the various teams are better focussed and integrated to deliver an improved customer experience.
