Summary of the contracting process

Bassetlaw District Council’s housing stock requires active fire-protection works: designing, installing, commissioning and maintaining fire-safety measures, including fire detection and alarm systems and firefighting equipment. Each property is to receive an annual service and safety inspection. The delivery partner is also expected to manage approved retrofit works end to end, including liaison with residents, retrofit assessment and coordination, installation of measures and TrustMark lodgement. The contractor works with the Council’s Supervising Officer to compile the programme of work; the Council and relevant department can support residents and manage scheme-compliance data and submissions. The procurement was managed through Welland Procurement for Bassetlaw District Council. Work is for the Council’s housing in Bassetlaw, Nottinghamshire.

The procurement is complete and awarded. Fieldway Compliance Ltd was selected, with an award value of £720,000. The award is dated 25 September 2026; the awarded contract period runs from 1 October 2026 to 29 August 2030. The tender’s stated submission deadline was 8 May 2026 at midday. The contract was procured through Lot 1 of the PFH Fire Safety Works Framework. The tender described a three-year contract, while the awarded period runs for just under four years. The procurement was categorised as works. No lot-by-lot awards or separate awarded suppliers are recorded. The published award identifies the successful supplier and contract value; no evaluation criteria or assessment basis are stated in the process information.

This award demonstrates demand for a delivery partner able to cover fire protection across a council housing portfolio, combining planned installation and maintenance with recurring inspections at individual properties. A credible competitor would need to manage a coordinated programme with the Council’s supervising officer and deliver design, installation, commissioning, servicing and safety inspections. The requirement also favours a supplier able to handle retrofit work as a joined-up service: resident liaison, assessment, coordination, installation and TrustMark lodgement, alongside compliance data and scheme submissions. Suppliers should be equipped to work directly with residents and coordinate with council departments where support is needed. The scope spans fire-protection delivery and retrofit administration, so firms offering only equipment supply, or only isolated installation tasks, would not match the full requirement described.
