Summary of the contracting process

Bassetlaw District Council’s housing stock requires whole-building fire protection works: design, installation, commissioning and maintenance of fire-protection measures, including fire detection and alarm systems and firefighting equipment. Each property is to receive an annual service and safety inspection. The appointed contractor is also expected to manage approved retrofit works from start to finish, including resident liaison, retrofit assessment and coordination, installation of measures and TrustMark lodgement, while supporting scheme-compliance data and submissions. The Council is the client, with Welland Procurement identified as the buyer. Delivery is for housing in Bassetlaw, with the contract addressed in Worksop, Nottinghamshire.

The procurement is complete and the contract was awarded to Fieldway Compliance Ltd on 25 September 2026. The awarded value is £720,000. The contract period runs from 1 October 2026 to 29 August 2030. The tender sought a delivery partner through the PFH Fire Safety Works Framework, Lot 7; the stated submission deadline was 8 May 2026 at noon. The tender’s estimated value was £1,000,000. The procurement record does not set out the evaluation criteria, so the basis on which tenders were compared cannot be established from the available process details.

This award demonstrates a substantial, multi-year requirement for a contractor able to manage fire-safety works across a council housing stock, rather than supply a single product or carry out isolated installations. A credible competitor for this buyer’s recurring requirement would need to coordinate design, installation, commissioning and ongoing maintenance, and deliver annual inspections across properties. The retrofit element also calls for end-to-end delivery capability: resident liaison, assessment and coordination, installation, TrustMark lodgement, and reliable scheme-compliance data and submissions. Suppliers should be able to work in partnership with the Council and its supervising officer over an extended programme. The award went to a large supplier, and the procurement was marked unsuitable for SMEs and voluntary, community and social enterprises, signalling the scale and organisational capacity expected.»}
