Summary of the contracting process

The Northern Lighthouse Board (NLB) is initiating a procurement process to acquire and implement a new Finance & Procurement System, specifically targeting suppliers in the Crown Commercial Services Framework RM6194. The project involves the replacement of NLB's existing web-based finance and procurement systems with an integrated cloud-based SaaS (Software as a Service) solution. The procurement process, currently at the tender stage, aims for an anticipated go-live date by 1st April 2026. This tender falls under the industry category of Enterprise Resource Planning software and is located in Scotland, UK. The procurement method is a selective restricted procedure, with key deadlines including the tender period ending on 11th October 2024 and the contract period spanning from 1st December 2024 to 31st March 2036.

This tender creates significant opportunities for businesses specialising in SaaS, particularly those with expertise in enterprise resource planning solutions. NLB is looking for providers who can offer experience and advice on best practices, process streamlining, and digital workflows. It represents a valuable opportunity for small or medium enterprises (SMEs) to expand their market presence and contribute to modernising an essential public service. Vendors that can deliver flexible, standardised, and paperless solutions, thereby aiding NLB in meeting its regulatory and legal requirements, will be well-suited to compete for this procurement contract.

Notice Title

GB-Edinburgh: Finance & Procurement System

Notice Description

NLB are looking to replace the current web-based, hosted core finance and procurement business systems with a single integrated cloud-based SaaS (Software as a Service) solution. NLB would invite suppliers in Crown Commercial Services Framework RM6194 to demonstrate how their system would meet the needs of the organisation with an anticipated go-live date no later than 1st April 2026. NLB would like to capitalise on experience and advice from the system supplier as to best practice, process streamlining and a reimagined chart of accounts to remove inconsistences, double keying and significant input required to control and manage the system and its needs. The system should support a 'paperless' NLB with digital workflows, approvals and document capture. The system should allow/support the flexibility of NLB to adapt and grow and allow NLB to adopt standardised policies and procedures. The platform should be maintained by the supplier to provide a risk-free solution that enables NLB to run its organisation and meet its regulatory and legal requirements. This requirement is to be procured under Crown Commercial Services Framework RM6194, and as such only named suppliers are eligible to compete in this further competition. Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
