Summary of the contracting process

The North Yorkshire Police has completed a competitive quotation procurement process for the "Public Safety Service Business Case." The procurement aimed to create a co-funding partnership model to enhance the initiative. The procurement method used was limited, with a focus on financial consultancy and public security services. The tender period ended on January 19, 2021, and the contract period spanned from March 22, 2021, to April 30, 2021, based in Yorkshire and the Humber, United Kingdom.

This tender offers growth opportunities for businesses in financial consultancy and public security services, especially those interested in co-funding partnership models for service expansion. Small and medium enterprises (SMEs) with expertise in financial consultancy or public security services would be well-suited to compete. The procurement stage was the Tender stage, and the process involved competitive quotation below the threshold. The North Yorkshire Police led the procurement process, aiming to demonstrate the benefits of the Public Safety Service model through clear governance, management, and financial arrangements.

Notice Title

Public safety Service Business Case

Notice Description

Create a co-funding partnership model to expand and enhance the initiative. As part of this phase, the objectives for this work are: * To develop a robust, accessible, informed business case to HM Treasury 5 Case Model standards that will demonstrate to partners the strategic and economic arguments for joining the Service and contributing funding. * Identify and map out as part of the business case the critical path, and key relationship and service overlap where partners (particularly health and local authority) may look to integrate with the Public Safety Service. * Demonstrate through modelling within the business case the benefits of the Public Safety Service model to the public in terms of effectiveness, efficiency and economy of partners (particularly health (including ambulance) and local authority (mainly children's and social services), but also police and fire), including an indication of potential reduction of harm over time. * Provide clear mapping of the governance, management and financial arrangements for the service that will provide partners with clear expectations and confidence in the setup of the service. Applications were to be via email to the named person in the RFQ.
