Notice Description

The Isle of Wight Council ("the Authority") invites Tenders from suitably qualified suppliers ("Potential Suppliers") for the provision of E-Cycle Roadshow, E-Cycle Corridors and Peer-To-Peer E-Cycle Share. The Contract is divided into Lots as follows: Lot 1 - E-Cycle Roadshow This project will establish an e-cycle roadshow offering potential users the opportunity to try e-cycles in a safe setting. The project will engage with a wide variety of locations at which to deploy a mobile e-cycle roadshow to motivate and enthuse a minimum of 1000 first time users of e-bikes, focusing on women, people with health issues or a disability, and older people. The term of the contract shall be 01 September 2021 for a period of 6 months with the option to extend for up to a further 3 months at the sole discretion of the Authority. Lot 2 - E-Cycle Corridor This project will focus on encouraging residents of Newport and Cowes to replace private cars with e-cycles for regular trips between the towns. The project requires the recruitment of a minimum of 48 project participants, which will be provided with free access to e-bikes for the period of participation, and incentivised to use them. To deliver the project with a limited fleet of e-cycles, it is anticipated that each participant will have free access to an e-cycle for about a month, and commit to sharing journey and user experience insight with the supplier and client. The term of the contract shall be 01 September 2021 for a period of 6 months with the option to extend for up to a further 3 months at the sole discretion of the Authority. Lot 3 - Peer-To-Peer E-Cycle Share This project will establish a Peer to Peer Cycle Share scheme on the Isle of Wight, enabling participating existing e-cycle owners to hire their bikes to others. The objective is to increase utilisation of existing e-cycle assets on the Island. The term of the contract shall be 1 September 2021 for a period of 8 months with the option to extend for a further 3 months at the sole discretion of the Authority. If any Tenderer considers that any information supplied by them is either commercially sensitive or confidential in nature, this should be highlighted and the reasons for its sensitivity specified. In such cases the relevant material will, in response to FOI requests, be examined in light of exemptions provided for in this act.
