Summary of the contracting process

Leicestershire County Council commissioned integrated design and cost management services for the Lutterworth East urban extension in Lutterworth, England. The requirement covers highways and transport design, feasibility work and commercial quantity-surveyor cost advice for the B8 and residential workstreams. The appointed advisory team is intended to assess and reduce risks in the existing highways design, identify design gaps and necessary surveys, test interim access options, and establish a route towards technical approval and construction. It also supports infrastructure cost certainty for market-facing discussions. The main work is classified as construction-related services, with associated architectural, engineering, inspection, business consultancy and environmental management services. The work is delivered for Leicestershire County Council.

The procurement has been awarded and the tender is complete. Aecom Limited was selected through a further competition under the Midlands Highways Alliance Plus Professional Services Partnership 4 Framework. The award date was 6 April 2026, for £39,950 excluding VAT, covering initially identified lump-sum priced activities. The contract runs from 7 April 2026 to 31 December 2026. The council may expand the scope to include further design and development advice services charged on a time basis. Bids closed at 12:00 on 27 March 2026. The published information identifies a services procurement and an alternative method described as “Other”; it does not state the detailed award criteria. The awarded supplier is Aecom Limited.

This requirement indicates demand for a multidisciplinary infrastructure advisory capability combining highways and transport design, feasibility assessment and commercial quantity-surveyor cost management. A credible future competitor would need to review developing highway designs, identify design and survey requirements, test access solutions and help move proposals towards technical approval and construction. It would also need to produce dependable infrastructure cost advice suitable for discussions with the market, while understanding residential and B8 development workstreams. Experience of major urban extensions, transport infrastructure planning, design risk management, technical approvals, construction readiness and cost certainty would be relevant. The council used a professional services framework further competition, so suppliers seeking comparable work would need access to an appropriate framework route and the capacity to provide an integrated team.
