Notice Description

Staffordshire Police Force would like to notify all potential custodial detention service Providers of a forthcoming Soft Market Testing exercise. The purpose of this exercise will be to discuss with Providers the Police Force's high-level plans and strategy for Custodial Detention Services. Staffordshire Police are keen to hear prospective Providers' thoughts and ideas on the potential service models and receive their feedback on the current specification. Please note that this notice replaces the previously advertised Market Day and the event will now be held on Thursday 2nd August 2018 at a premises (to be confirmed) within Staffordshire. Overview of Service Requirements: Staffordshire Police are currently in the process of establishing requirements for the future provision of Police Custodial Detention Services ahead of the planned re-tendering of services later this year. The Police Force is responsible for planning and specifying the services to be delivered and for commissioning services from suitable providers, managing the delivery of services that is complaint with Authorised Professional Practice (APP) and Police & Criminal Evidence Act 1984 (PACE). The services currently provided include the provision of suitable trained Detention Officers, under the control and direction of the Custody Sergeant, that are responsible for the reception, detention, welfare and disposal of detainees and other attendees whilst in the custody suite. The deadline for Expressions of Interest is Friday 20th July 2018. Please note: This market engagement exercise is not part of any current Tender process. It is intended as an awareness, communication and information gathering exercise offering an opportunity for provider organisations to help inform potential future service specifications and/or commissioning intentions. An expression of interest in this Market Engagement event will not automatically entitle your involvement in any future procurement exercise. Any procurement conducted as a result of this event will be advertised separately and all organisations wanting to participate will need to respond to the procurement advertisement as and when it is published. Any expenditure, work or effort undertaken by you prior to any subsequent procurement is a matter solely for your own commercial judgment. The Police Force reserve the right to withdraw from the process at any time or to not tender the service or to tender on a different basis. In such circumstances, and in any event, the Police Force and/or its advisors shall not be liable for any costs or loss of expenses whatsoever incurred by the provider and company, agent, subsidiary or organisation may have contributed to any information submitted to this notice.
