Notice Description

Southend-on-Sea City Council (the "Buyer") currently has in place two separate solutions/contracts for providing an eSourcing procurement and a contract management system. Both contracts are due to expire on 30th November 2026, the current contract for eSourcing system may be further extended to continue to run alongside the contract for the new system to allow the completion of existing procurements to be finalised. The Buyer is now seeking a single provider (the "Supplier") to provide a securely hosted online system which will combine both the management of the full life cycle for both its procurement (eSourcing) and contract management processes. The eSourcing solution will provide a procurement process tool to manage the end-to-end process cycle covering all stages of the tendering process from notice creation to award of contract, including the automated publication of all notices, expressions of interest, requests for information and request for quotes, the secure exchange of all tender documents, a secure messaging system including assessment (evaluation) of bids received. The procurement tool (eSourcing solution) will also capture pre- and post-procurement activity. In addition, it will also provide a contract management tool (contract management solution) to manage the full life cycle of the awarded contract.
