Summary of the contracting process

Bassetlaw District Council sought a delivery partner for fire safety works across its housing stock in Bassetlaw, including fire protection equipment, fire alarms and detection systems, and their repair and maintenance. The service covers planning and delivering a programme of design, installation, commissioning and maintenance, with an annual service and safety inspection at every property. The contractor is also responsible for coordinating approved retrofit works from resident liaison and assessment through coordination and installation to TrustMark lodgement. The Council and relevant department can provide additional residential support where needed and manage project data for scheme compliance and submission. The requirement combines building fire-safety services with resident-facing retrofit delivery and ongoing inspection and maintenance across council homes.

The procurement is complete and the contract was awarded to Fieldway Compliance Ltd on 25 September 2026. It was run through the PFH Fire Safety Works Framework, Lot 2. The tender submission deadline was 8 May 2026. The estimated procurement value and awarded contract value are both £780,000. The recorded contract period runs from 1 October 2026 to 29 August 2030. The tender description refers to a three-year contract, while the published contract dates span a different period. The procurement information gives no award scoring or evaluation basis, so the stated outcome is the selection of Fieldway Compliance Ltd through the framework route. This award establishes the selected supplier and contract term for the council housing fire-safety and associated retrofit requirement.

For suppliers considering this type of work, the award indicates demand for an integrated fire-safety service across a council housing portfolio, rather than installation alone. A credible competitor would need to plan and deliver fire-protection design, installation, commissioning, maintenance and annual property inspections, alongside the capacity to manage approved retrofit work end to end. The scope also calls for effective resident liaison, retrofit assessment and coordination, installation, TrustMark lodgement, and scheme-compliance data management and submission. This makes delivery coordination and the ability to handle both technical work and resident-facing processes relevant capabilities. The contract was awarded through a fire-safety framework, so suppliers seeking comparable council work would need to be positioned to compete through that route and deliver across a multi-year programme. SME suitability is recorded as false.
