Summary of the contracting process

The London Borough of Sutton, working with Sutton Housing Partnership, procured external refurbishment works to three residential blocks of flats at Alexandra Gardens. Sutton Housing Partnership manages the council’s housing stock, while the council remains the freeholder of the properties. The homes are mainly occupied by social-housing tenants, with some leasehold properties. The requirement is construction work focused on the external refurbishment of these residential buildings, including work affecting communal and plant areas. The procurement falls within the works category and was intended to appoint one contractor to deliver the refurbishment. The delivery location is Alexandra Gardens in Sutton, England. Sutton Housing Partnership led the requirement on behalf of the council and acted as the client for construction-management purposes.

The procurement has been awarded and the tender is complete. It used an open procedure, described as an open Request for Quotation, with submissions evaluated using an overall quality-and-price matrix. The tender deadline was 2 December 2024 at 12:00 GMT. The estimated procurement value was £850,000 including the stated GBP currency. The contract was awarded to APC Building Services (London) Ltd on 10 July 2025 for £850,000. The awarded contract period runs from 15 September 2025 to 14 September 2026. The earlier planned contract period was 10 February 2025 to 14 November 2025. The opportunity was identified as suitable for small and medium-sized enterprises, and the requirement was not reserved for voluntary, community or social enterprises.

This award indicates demand from Sutton for contractors able to deliver substantial external refurbishment across several occupied residential blocks. Relevant firms would need practical construction and building-refurbishment capability, with the capacity to manage work across social-housing and leasehold properties while maintaining safe arrangements around residents and communal areas. Experience of working in occupied homes, coordinating access, protecting residents and leaseholders, and managing interfaces with a housing-management organisation would be commercially relevant. Contractors should also be able to act within the client responsibilities associated with the Construction (Design and Management) Regulations 2015 and understand fire-safety responsibilities in communal and plant areas. A credible future supplier would need to demonstrate quality delivery as well as competitive pricing, since the evaluation used a combined quality-and-price basis.

Notice Title

Works at Alexandra Gardens - External Refurbishment to 3 No. Residential Blocks of Flats

Notice Description

Sutton Housing Partnership, on behalf of the London Borough of Sutton (LBS) is issuing a Request For Quotation (RFQ) for the Works to Alexandra Gardens - External Refurbishment to 3 No. Residential Blocks of Flats. Sutton Housing Partnership (SHP) Ltd. is an Arm's Length Management Organisation (ALMO), which was established in April 2006 to manage council housing owned by the London Borough of Sutton. While Sutton Council owns the homes and takes responsibility for housing policy and strategy, SHP is responsible for the day-to-day management of housing services to around 6,000 council tenants, which includes 1,500 leaseholder homes, 19 sheltered housing schemes, and a small number of non-domestic premises such as administrative offices, housing office hubs, and community spaces. This contract is being led by SHP in partnership with the London Borough of Sutton (LBS). LBS is the Freeholder of the properties, but they are managed by Sutton Housing Partnership (SHP). The dwellings are mainly occupied by LBS's tenants (i.e. social housing), whilst others are 'owned' by leaseholders (i.e. former Right to Buy properties). SHP provides a comprehensive tenancy management service for the tenants and assumes the role of responsible person under Regulation 3 of the Regulatory Reform Order (Fire Safety) Regulations as amended by the Fire Safety Act. This applies to the non-domestic parts of the properties, (i.e. communal areas and plant areas), however SHP also assumes the responsibilities of the 'client' under the Construction (Design and Management) Regulations 2015 (CDM2015). It is the Council's intention to appoint a Contractor, to carry out the works through this tender process (successful Tenderer). In order to robustly deliver the Works at Alexandra Gardens as outlined in the tender documents supplied. This will be determined through the tender process and the overall quality / price matrix of the submissions received.
