Summary of the contracting process

Rochale Boroughwide Housing is procuring non-domestic Energy Performance Certificate services for properties across its housing society portfolio in England. The work covers a varied estate, including shops, community centres, community bases, offices and stores. The appointed supplier will assess these non-residential properties and produce and lodge the required EPCs, with the completed information supplied to RBH. The service is therefore suited to an energy assessor or specialist building compliance provider able to work across a dispersed property portfolio. Operational activity will be coordinated through RBH offices and hubs serving the OL10, OL11, OL12, OL15, OL16, M24 and BL9 postcode districts, with customer-facing arrangements required where properties are occupied. This is a services contract rather than a works or goods supply opportunity.

The procurement has reached tender: RBH invited offers through an open procedure below the threshold. The tender deadline set by the buyer is 18 September 2026 at 12:00. The contract is scheduled to run from 10 October 2026 to 10 October 2028. Its estimated total value is £25,000 including the stated currency, GBP. Suppliers must acknowledge email instructions within two working days, arrange appointments directly with occupants within two working days of instruction where access is needed, and collect and return keys promptly through the relevant RBH offices or hubs. After access, an EPC must be lodged within five days; a link to the lodged EPC and the XML file must then be emailed within five working days of lodgement. The notice sets no separate lot structure.

This opportunity suits an SME energy assessment business or specialist compliance consultancy with qualified staff able to carry out non-domestic EPC assessments across shops, community facilities, offices, stores and similar buildings. Suppliers need practical experience of assessing varied non-residential property types, lodging EPCs through the relevant national system, and supplying both the lodged certificate link and XML file. The requirement also favours providers with reliable scheduling, customer liaison and document-control processes: appointments may need to be arranged with occupants, keys must be collected and returned through RBH locations, and instructions need prompt acknowledgement. A capable bidder should have sufficient local or regional coverage to serve the Rochdale-area portfolio, manage multiple instructions efficiently and maintain dependable turnaround and communication throughout delivery.
