Summary of the contracting process

The Herefordshire Council is seeking proposals for the "Electronic Personal Education Plans" tender, aimed at developing an internet-based database system for maintaining and updating Personal Education Plans (PEPs) for looked after children. The procurement is classified under the software package and information systems industry category, with an estimated value of £40,000. This open tender is currently in the active stage, with submissions due by 4th July 2017. The contract is set to commence on 1st September 2017 and will run for a five-year period until 1st September 2022, with delivery required in the West Midlands region of the United Kingdom.

This tender presents significant opportunities for businesses, particularly those that have pre-existing digital solutions that meet the specified requirements for PEPs. Firms specialising in educational software, social work-related services, or IT solutions for local authorities would be well-positioned to compete for this contract. Given the urgency of the project, providers with proven track records in similar implementations, rather than those proposing bespoke developments, will likely find success in this procurement process.

Notice Title

Electronic Personal Education Plans

Notice Description

The Personal Education Plan (PEP) is part of a looked after child's care plan and is jointly written and owned by the young person, the school and the local authority. In Herefordshire, the Virtual School for Looked After Children is responsible for ensuring that each child has a PEP which is of high quality and completed meets statutory guidance. In addition, the PEP records how pupil premium for looked after children is used to raise attainment. It can be used to enable the academic progress of the child to be monitored. The requirement is for an Internet based database system which enables the young person and all professionals to have secure remote access to an online document to which they can make a contribution. Due to the urgent nature of the requirement the council is looking for systems that have already been developed and successfully implemented in other local authorities for a similar purpose. The Council is NOT looking for a bespoke system to be developed.
