Summary of the contracting process

Birmingham City Council procured services for the National Parking Platform, supporting parking operations across Birmingham in the West Midlands. The platform aggregates participating parking service providers and allows motorists to pay using their preferred parking application. It provides a common interface between the council and participating payment providers, covering parking services (CPV 63712400), financial transaction processing and clearing-house services, and platform interconnectivity software development. The appointed provider supplies access to and operation of the platform, associated integration services and ongoing platform support. The requirement is therefore aimed at a technology provider able to operate a multi-provider parking payments platform and connect it reliably with a local authority’s parking services.

The procurement is complete and was awarded through a direct single-tender action below the threshold. Birmingham City Council justified the direct award under section 41 and Schedule 5 of the Procurement Act 2023, stating that National Parking Platform Limited was the only organisation operating the platform and held intellectual property and associated assets developed through the Department for Transport’s programme. The contract was awarded to National Parking Platform Limited on 12 May 2026 for £1, with reciprocal consideration of £1 and no other fees payable by either party. The contract runs from 12 May 2026 to 11 May 2028. The tender submission deadline was 11 May 2026 at 12:00.

For suppliers that did not win this procurement, the award identifies a specific capability profile for future work with Birmingham City Council: operating a parking payments platform, integrating multiple parking service providers and payment applications, and providing continuing technical support. Credibility would require demonstrable platform interconnectivity, reliable financial transaction processing and the ability to maintain a common interface between a council and external payment providers. Experience managing live, consumer-facing parking technology would be relevant, as would ownership or authorised access to the intellectual property and associated assets needed to operate the service. The council marked the requirement as suitable for small and medium-sized enterprises, so a specialist SME with these capabilities could be well placed when comparable demand returns.
