Summary of the contracting process

The procurement process, initiated by the Ministry of Defence, DE&S Mat Strat in Bristol, seeks support for the Corporate Enterprise Risk Manager Tool, valued at £1,400,000. This contract is set to span two years starting from 1st April 2020, with two optional one-year extensions. The tender was published on 16th March 2020, with a submission deadline of 20th March 2020. The procurement is currently in the tender stage and has been classified under software support services. This contract will be awarded without prior publication of a call for competition, based on technical grounds concerning the unique capabilities of the incumbent supplier, SWORD GRC Limited.

This opportunity offers a significant potential for businesses involved in software support services, particularly those with specific technical expertise in complex software systems. However, potential competitors should note that this tender is highly specialised and may not be suitable for SMEs or VCSEs, as the prior knowledge and familiarity with the Active Risk Manager Tool are crucial. It is well-suited for established firms with the capability to provide ongoing configuration, updates, and maintenance to bespoke software, ensuring uninterrupted service and compliance with security requirements.
