Summary of the contracting process

Surrey County Council (SCC) is currently conducting a public procurement process titled "SCC JCP GCSX Mail Migration," aimed at transitioning from the Government Connect Secure Extranet (GCSX) to more contemporary communication methods. This open procedure, classified under the CPV code 48000000 for software package and information systems, will be open for tenders until 30th November 2018. The resulting contract is expected to commence on 1st December 2018 and last until 30th November 2019. The tender process is essential for organisations interested in providing IT consultancy and service solutions, with submission requirements outlined for potential bidders.

This opportunity presents significant potential for business growth, especially for firms that specialise in IT consulting, software development, and support services. As many government organisations are required to complete their migration by March 2019, businesses able to facilitate a seamless transition to Microsoft O365 and decommission legacy systems will find themselves at a competitive advantage. Interested parties, particularly medium to large-sized enterprises with relevant experience, would be well-suited to take advantage of this procurement opportunity.

Notice Title

SCC JCP GCSX Mail Migration

Notice Description

Surrey County Council (SCC) currently use the Government Connect Secure Extranet (GCSX) to enable us as an authority to communicate securely with other local authorities, partners and central government. The implementation of GCSX originated in 1996 and Email security is now built into the messaging services that government and local authorities use every day, so there are far better and more efficient ways of achieving the security levels government needs. The email domains that GCSX use are also fixed to a legacy network infrastructure that has become costly, restrictive and cumbersome to maintain. Migrating away from it gives far more flexibility and commercial control to departments and local authorities. Many government organisations have already started to migrate from this infrastructure, but the government have now set a deadline of March 2019 for all organisations to complete the migration away from GCSX. SCC have made the decision to decommission the on premise Exchange environment and migrate the users to the corporate O365 accounts and are looking to engage with a partner who can assist us to plan the co-existence, migration design, implement the solution and lead in the migration process.
