Notice Description

Elmbridge Borough Council is requesting a quotation for the planning, execution and analysis/reporting of a residents' survey. The purpose of the research is to measure residents' perceptions of the local area and the Council's services, priorities and communication. The intention is to start fieldwork in November 2019. The Council's priorities for this survey are to ensure that results are representative of the population according to the key variables: age, gender, location (ward). The Council has previously conducted annual residents' surveys in-house using its residents' panel, however in 2018 the panel's membership was refreshed due to GDPR. Its membership is now 250. Consequently, the 2018 survey was open to all members of the public, not just the panel - although responses were still the lowest to date at 261, down from over 500 in 2016. The decision has been made not to use the panel for future surveys. The intention is now to carry out a research survey every two years. The results from the residents' survey are used to measure progress towards the Council's five-year vision, which ends in 2023. Targets for our vision are largely based on residents' perceptions and are detailed in the Council Plan, available online. The successful contractor will assist with constructing a quota profile, marketing and recruiting participants, designing a questionnaire, administering the questionnaire, analysing the results and reporting the findings.
