Leicester City Council is in the planning stage for a procurement process titled "PME Building Management System (BMS) for Estates" in the software package and information systems industry category. This contract encompasses the provision of a centralised control system to monitor and optimise mechanical, electrical, and environmental systems such as HVAC, lighting, power, security, and fire safety within buildings or estates across the United Kingdom. The early engagement notice was published on 23 January 2025, with the engagement period ending on 6 February 2025. Interested vendors should note that the Council prefers a single provider for all components, but may consider separate solutions channelled through one provider.

This tender presents significant opportunities for businesses looking to grow, particularly for those specialising in software solutions for centralised building systems. Small and Medium Enterprises (SMEs), as well as Voluntary, Community and Social Enterprises (VCSEs), are encouraged to apply. Vendors offering capabilities in system integration across HVAC, lighting, power, security, and fire safety systems, with a focus on digitalisation, streamlining, and automation, will find this tender well-suited to their expertise. Businesses that can assist Leicester City Council in achieving a seamless, customer self-service experience will likely be competitive candidates.

Notice Title

PME Building Management System (BMS) for Estates

Notice Description

A Building Management System (BMS) is a centralized control system that monitors, manages, and optimizes the core mechanical, electrical, and environmental systems within a building or across an estate. These systems typically include heating, ventilation, and air conditioning (HVAC), lighting, power systems, security and access control, and fire safety systems. We are interested in understanding the market, and whether vendors can supply all (our preferred option), or one of the components we are looking to replace. We are not averse to using different solutions for each of these channels but would expect they would be channelled through the same provider. As a principle the Council is embracing digitalisation moving towards streamlining, automation and channel adoption, with customer self-service at every opportunity.
