Summary of the contracting process

Balfour Beatty Civil Engineering Limited is seeking suppliers for the design, manufacture, supply and installation of concrete and polymer-reinforced crib wall retaining structures for the Lower Thames Crossing Roads North programme. The package covers approximately 3.5 kilometres of retaining walls across multiple locations in Essex and Kent, supporting the new road connection between the two counties. Work includes design and checking, support for Approval in Principle and design development, internal stability assessments, component manufacture and supply, BIM or 3D modelling where applicable, temporary works, delivery and installation. Suppliers will also coordinate drainage, foundations and geotechnical interfaces, and provide inspection, testing, quality assurance and handover documentation. This is a civil engineering and highway construction opportunity.

The process reached tender: Balfour Beatty invited offers through an open, above-threshold procedure. Expressions of interest and the completed eligibility criteria were due by 27 August 2026 at 5:00pm. The intended contract period runs from 1 November 2026 to 1 November 2030. The estimated procurement value is £1,000,000 in GBP. The requirement is presented as a single package covering work across multiple locations. The tender concerns construction works, including retaining structures, highway foundation and surface works, and supporting walls. The opportunity is suitable for small and medium-sized enterprises and voluntary, community or social enterprises. Participation required completion of the eligibility criteria and pre-qualification information.

This opportunity suits specialist retaining-wall and crib-wall contractors, manufacturers, designers, installers and civil engineering supply-chain businesses able to provide some or all of the required capability. Relevant experience includes designing, manufacturing, supplying or installing crib-wall retaining structures, particularly on highways, infrastructure, earthworks or civil engineering projects. Strong engineering, design management, design-checking and approvals capability is important, alongside internal stability assessment and coordination with project stakeholders. Suppliers should have robust health, safety, environmental and quality management systems, and be able to plan and deliver construction safely and efficiently under demanding programme requirements. The package also favours businesses able to support zero-emissions site delivery without diesel plant, carbon reduction, sustainability, local recruitment, workforce upskilling, early-career roles and STEM engagement. SMEs may participate independently or within a wider supply chain.

Our ambition is to deliver the UK's greenest road, and to do the right thing for local communities and the environment.
