Multiply (adult numeracy) 'What Works' programme of RCTs and trials - Management of Intervention Delivery

**THIS PIN NOTICE IS TO NOTIFY SUPPLIERS OF AN UPCOMING REQUIREMENT THAT WE ANTICIPATE WILL BE ADVERTISED USING CONTRACTS FINDER AS AN OPEN PROCUREMENT** We have provided high-level detail on service requirements below - please see attachments for further information (also available on Jaggaer). Summary As part of the Multiply Programme, the Department for Education (DfE) wishes to commission a programme of randomised controlled trials (RCTs) and other experimental trials, including quasi-experimental trials and A/B trials to improve understanding of what works in improving adult numeracy. DfE is looking for a managed services supplier to oversee the set up and delivery of numeracy learning interventions (including courses and outreach activity) that will be tested as part of the Randomised Controlled Trials (RCTs) and other trials. The managed service supplier will work in partnership with evaluation and product development suppliers to deliver the RCTs. What is the Multiply Programme? The Multiply Programme is the first priority of the new UK Shared Prosperity Fund (UKSPF) and is designed to boost existing efforts to address low levels of adult (19+) numeracy, up to and including Level 2. The Programme has up to PS559 million in funding. The overarching objectives for Multiply are to increase the levels of functional numeracy in the adult population across the UK and improve labour market outcomes, such as increased employment and higher wages. The Requirement DfE is looking for a managed services supplier to oversee the set up and delivery of numeracy learning interventions (including courses and outreach activity) that will be tested as part of a series of Randomised Controlled Trials (RCTs) and other trials. This requirement has three core components: 1. to oversee the recruitment of local areas and delivery partners (including local areas, providers and third-party suppliers) to deliver the interventions; 2. oversee the set-up and delivery of interventions; and 3. manage payments to organisations delivering the interventions. NOTE: DfE published a tender for this work earlier this year on the CCS RM6219 Learning and Training Services DPS. Following this no bids were received, we sought feedback from interested suppliers to understand how we could make the opportunity more attractive to the market. As a result of that feedback, we are now intending to publish an updated tender on the CCS RM6322 Fund Administration & Disbursement Services DPS with a number of adjustments. Additional information: We will be holding a virtual supplier event to provide information about the opportunity and seek feedback from prospective suppliers on the final tender design and scope on Tuesday 9th May from 1pm to 2pm. The purpose of the event is to: - provide an overview of o the Multiply programme o the Multiply randomised controlled trials programme o the Managed Services requirements and route to market - gather feedback on the design (including timelines) and scope (including whether the opportunity is split into two parts) of the tender. The Department would encourage the attendance of interested suppliers at the market engagement event. We are keen to speak to as many organisations as possible to allow the market to shape our thinking and ensure what we put out to tender is deliverable. All communication and information will be released through Jaggaer, previous information shared will also be uploaded to Jaggaer. All information from the day, including Q&A, will be made available via Jaggaer to those who are unable to attend. Please also hold the 15th, 16th and 17th of May in your diaries when we intend to offer 30 minute slots to interested Suppliers to have 1-2-1 conversations with DfE officials to seek further feedback from potential bidders. This will be organised through Jaggaer so please ensure you are registered.
