Summary of the contracting process

Derby City Council is seeking suppliers for a multi-supplier highways framework covering maintenance, improvements, construction and specialist services across its highway network and related infrastructure. The scope spans road markings and high-friction surfacing, road restraint systems, temporary traffic management, traffic signals, carriageway and footway treatments, and multi-disciplinary highways work. It also includes equipment hire, haulage with drivers, asphalt supply and highways resource support. Call-off requirements may include planned maintenance and capital improvements as well as reactive works, specialist services and associated supplies and hire. Work is delivered across the Council’s highway network in Derby. The procurement is for highway construction and maintenance works (CPV 45233000).

The Council invited offers through an open procedure for a framework divided into 11 lots, covering the service and supply areas described above. The tender submission deadline was 2 November 2026 at 12:00 UTC. The framework term is 1 May 2027 to 30 April 2031. Its estimated core value is £72 million, potentially increasing to a maximum of £108 million in anticipation of local government reorganisation; individual lot figures are indicative, and appointment guarantees no minimum spend or volume. Call-off contracts may be awarded by direct award or further competition under the framework terms. The published information gives no evaluation criteria or supplier eligibility requirements.

The opportunity is relevant to suppliers specialising in one or more of the framework’s distinct highways disciplines, as well as multi-disciplinary contractors able to deliver broader maintenance or improvement packages. Potentially suitable businesses include road-marking and surfacing contractors, traffic-management and signal specialists, road-restraint providers, asphalt suppliers, plant and equipment hire firms, haulage operators and providers of highways labour or other resource support. The range of call-offs extends from small reactive tasks to larger planned maintenance and capital schemes, so suppliers should match their offer to the scale and type of work they can deliver. The framework is not designated as suitable for SMEs or voluntary, community and social enterprises. Framework appointment does not assure work; call-offs are made under the framework by direct award or further competition.
