Summary of the contracting process

Maximus UK Services Limited is developing its supply chain for the Department for Work and Pensions’ planned Future Employment Support service for out-of-work Universal Credit claimants. The service is intended to provide personalised, locally responsive help to move people towards and into employment. Potential activities include skills, training and work experience; job trials, job fairs, employer matching and job brokering; self-employment support; intensive help with applications and interviews; workplace health-condition support; travel and childcare assistance; and specialist provision such as English for Speakers of Other Languages, addiction support, rehabilitation and vocational support. Delivery is expected across England. The procurement is mainly employment support and specialist training services, with related health, welfare, rehabilitation and e-learning provision.

This process is at the planning and market-engagement stage: Maximus has stated an intention to participate in DWP’s upcoming procurement, but this is not an invitation to tender. The planned engagement may include market events or webinars, one-to-one discussions and requests for information, to help shape the supply chain and delivery model. Expressions of interest are expected to support early co-design and collaboration rather than constitute bids. The engagement activity is scheduled to end on 31 August 2026. The intended procurement method, contract duration, delivery model, evaluation criteria, contract value and any lot structure have not been settled in this record. Participation in engagement will not guarantee involvement in a future procurement or appointment, and Maximus may change or discontinue the process.

Suppliers should use the engagement period to prepare evidence of capability and potential partnership roles.

Maximus intends to participate in DWP's upcoming procurement for Future Employment Support for out-of-work Universal Credit claimants. The service is expected to provide personalised and tailored support that is responsive to individual needs and local area. This may include skills, training and work experience; matching participants with employers through job trials, jobs fairs and job brokering; support with self-employment; intensive and repeated support with applications and interviewing; support in managing health conditions in the workplace; support with travel and childcare; and access to specialist support (e.g. ESOL, addiction). Our ambition is to work with a diverse network of partners who share our commitment to delivering high-quality, person-centred support and measurable impact. Maximus is interested in engaging with a diverse range of providers, including (but not limited to): - Specialist skills and training providers - Local and community-based organisations - Employer-facing and recruitment specialists - Health, wellbeing, and disability support providers - ESOL and inclusion-focused organisations - Organisations supporting individuals with complex or multiple barriers We are particularly interested in organisations that can demonstrate: - Proven experience supporting individuals into employment - Ability to deliver personalised, intensive interventions - Strong local knowledge or presence - Employer engagement capability - Experience supporting individuals with complex needs - Innovative or evidence-based delivery models - Commitment to collaboration and partnership working Maximus will be undertaking a programme of market engagement activity to shape its supply chain and delivery model that may include: - Market engagement events / webinars - One-to-one discussions - Requests for information (RFI) Participation in this engagement process will not guarantee involvement in any future procurement, but we are keen to engage organisations early to allow time for co-design and collaboration as we develop our service offer. We encourage SMEs. VCSE, local and specialist niche providers to express interest. Please note: Maximus will not be liable for any bid costs, expenditure, work or effort incurred by applicants in responding to this Expression of Interest, including if the procurement process is terminated, amended or delayed. Maximus reserves the right at its sole discretion not to proceed with supply chain appointments, to accept or reject any Expression of Interest in whole or in part, and to request further information from applicants.
