Confirmation of non-award The West Yorkshire Combined Authority (WYCA) is seeking a single supplier or consortium of suppliers to provide a new public transport data management system to replace its current existing single system. The Combined Services and Assets (CoSA) system and database was established in 1999 and is a purpose-built database with Geographical Information System (GIS) functionality. CoSA is a central single data hub which is vital in enabling WYCA to process public transport information to feed multiple outputs, manage assets across the public transport network and manage transport operations. CoSA receives data from several sources including Bus Service Registrations, Electronic Bus Service Registrations and Operator information. The contract will be awarded for an Initial period of 4 years with an optional extension of 4 years

Confirmation of non-award Provision of a Combined Services and Assets Database Solution for the processing and administration of public transport information including but not limited to - * NaPTAN management; * bus timetable management; * tender and contract management; * printed publicity; * website publicity; * interfaces between modules and external systems; and * interfaces to WYCA internal business intelligence and insight systems. This decision identifies a proposed architecture for the procurement to provide this remaining functionality
Procurement Information
This contract provides a Combined Services and Assets (CoSA) system and database is a purpose-built database with Geographical Information System (GIS) functionality. CoSA enables the Combined Authority to manage public transport information used locally and nationally for approximately 17,000 bus stop and shelter assets, bus and taxi service procurement and home to school transport. There are currently c.100 registered users of CoSA at the Combined Authority. Members of the public interact with the data processed through CoSA via our Real Time system, journey planners, the national bus stop record (NaPTAN) and other national datasets. This contract will allow the Combined Authority to bespoke develop the system, as we believe the current supplier are the only organisation able to do this. This is to ensure that the system continues to deliver our imminent needs during this interim period whilst still maintaining support and maintenance for the system prior to a re-procurement. This contract award includes bespoke developments to assist in preparing data and functionality to be potentially moved to a new system following a procurement activity. The estimated length of time to carry out a specification design, procurement and extensive testing to successfully implement a working system without any interruption in service to the public is anticipated to be up to 3 years. As a business-critical system continuity of service during any transfer between providers is essential. It is intended to procure a new provider. Due to the complexity of the numerous data inputs and outputs of the current system, it will be necessary to run any new and current system in parallel whilst a new system is being commissioned and implemented. Any new system will need to be compatible with third party applications used in the delivery of these services. To ensure service continuity, the West Yorkshire Combined Authority has taken the decision to award the Contract to current provider SYSTRA Limited, under Regulation 32 of the Procurement Regulations 2015 who we believe are the only company available in the market at this time capable of maintaining and supporting our bespoke system in its current form without service interruption. Therefore competition is absent for technical reasons.
