Summary of the contracting process

Notice Description

HealthTrust Europe are seeking to establish a Dynamic Purchasing System for Diagnostic and Operational AI for the benefit of Trusts, Hospitals, Community Hospitals and other health facilities in the health economy. This will include, but is not limited to the supplier of Diagnostic and/or Operational AI tools, algorithms, analytics in existence, or developed in conjunction with a customer. For clarity, this opportunity is the same opportunity as published under Contract Notice numbers 2022/S 000-000566 & 2023/S 000-024283. Suppliers who are already awarded to a specific lot via the DPS do not need to resubmit a bid for admission to this DPS.

Lot Information

Clinical AI Solutions

This Lot will cover all diagnostic AI tools, algorithms and analytics, including but not limited to Radiology, Pathology and any other diagnostic department that many have a requirement. TERMS AND CONDITIONS / ACTIVITY BASED INCOME (ABI).The terms and conditions of this Framework Agreement and any resulting Call-Off contract is appended to the ITT. These terms include provisions requiring the payment by the supplier of an ABI management charge in consideration of the award of this framework agreement, the management and administration by HTE of the overall contract structure and associated documentation, as well as the requirement to submit regular management information to HTE. SUBMISSION OF EXPRESSIONS OF INTEREST AND PROCUREMENT INFORMATIONThis exercise will be conducted on the HTE Bravo portal. Candidates wishing to be considered must register expressions of interest as follows: Register on the HTE portal at https://healthtrusteurope.bravosolution.co.uk. Login to the portal with username/password. Click the ITTs Open to All Suppliers link. These are the ITTs open to any registered supplier. Click on the relevant ITT to access the content. Click the Express Interest button at the top of the page. This will move the ITT into your My ITTs page. You can access any attachments by clicking Buyer Attachments in the ITT Details box. Follow the onscreen instructions to complete the ITT. Submit your reply using the Submit Response button at the top of the page. Non-Clinical AI Solutions

The scope of this Lot is to provide Participating Authorities with 'off the shelf' AI Solutions that are immediately available for deployment within their organisation. The AI Solution may support any form of workflow or pathway, in a non-clinical setting. This Lot will not cover any clinical AI Solutions. Types of AI within the scope of this Lot includes, but is not limited to, the following: Augmented decision making Prioritisation Data analytics Communication analytics ChatBots / Virtual Assistants Robotic Process Automation Applications Machine Learning Deep Learning Natural Language Processing Cognitive Computing TERMS AND CONDITIONS / ACTIVITY BASED INCOME (ABI).The terms and conditions of this Framework Agreement and any resulting Call-Off contract is appended to the ITT. These terms include provisions requiring the payment by the supplier of an ABI management charge in consideration of the award of this framework agreement, the management and administration by HTE of the overall contract structure and associated documentation, as well as the requirement to submit regular management information to HTE. AI Development Solutions

The scope of this Lot is to enable Suppliers to work with Participating Authorities to develop bespoke AI Solutions jointly for any clinical or non-clinical workflow or pathway. Development of AI Solutions may be done so utilising either Parties data and information, to be confirmed on a case by case basis. This Lot will cover all services and solutions associated with the Supplier providing its expertise and resource to develop bespoke AI Solutions in partnership with a Participating Authority. AI Validation Services and Supporting Software

The scope of this Lot is to support the deployment of an AI Solution as required. This Lot will cover all software, tools, platforms or services associated with the deployment of an AI Solution, including but not limited to, the implementation, integration or management of an AI Solution. This Lot will also include any supporting tool in the validation for use of any AI Solution. The intention of this Lot is for the Supplier to support the Participating Authority with smooth validation, implementation or deployment of an AI Solution.
